聞如是:
一時佛在舍衛國祇樹給孤獨園。天王太子,名曰辟羅,飛從天來,下至佛所,五體投地,稽首足下,卻叉手住,問佛言:「普世之人,皆求衣食,七寶諸樂,官爵國土,寧有寶行求人不乎?」世尊嘆曰:「大哉問也!亦有國土珍寶,諸欲行求索人。」
辟羅又曰:「可意之願行求人者,其義云何?」世尊即曰:「凡有二行:行善有福,行惡有殃,殃福追人,猶影隨形。」
辟羅言:「善哉善哉!實如佛教。惟我前世,處世為王,念命無常,意欲佈施,群臣普會,王曰:『吾欲作大鼓,令其音震聞百里,能有為之者乎?』眾臣僉曰:『臣等無能為者。』有一臣名曰匡上,常忠於上,慈濟國民,前對曰:『臣能為之,當須資費。』王曰:『大善。』即開藏付之。因輦寶于王宮門,鳴鼓令之:『今天仁之王施無蓋慈,欲濟黎民之窮乏,供道士之衣食,若有乏者,悉詣宮門。』四國乏者襁負相扶,填國塞路,仰天嘆曰:『人民窮者,今得活哉。』

如是我聞:
一時,佛陀在舍衛國祇樹給孤獨園(Jetavana Anathapindika-arama in Sravasti)。天王太子,名叫辟羅(Pilu),從天而降,來到佛陀所在之處,五體投地,以頭頂禮佛足,然後叉手站立,問佛陀說:『普天之下的人,都追求衣食、七寶(seven treasures)等享樂、官爵和國土,難道就沒有一種寶貴的德行是人們所追求的嗎?』世尊讚歎說:『問得好啊!確實有國土珍寶以及各種慾望是人們所追求的。』
辟羅又問:『這種令人滿意的願望和德行,人們所追求的,它的意義是什麼呢?』世尊回答說:『總共有兩種行為:行善就有福報,作惡就有災殃,災殃和福報追隨著人,就像影子跟隨形體一樣。』
辟羅說:『說得好啊!確實如佛陀所說。回想我的前世,身為國王,考慮到生命無常,想要廣行佈施。於是召集所有大臣,國王說:『我想要製造一面大鼓,讓它的聲音能夠震動百里,有沒有人能夠做到這件事呢?』眾大臣都說:『我們沒有能力做到。』有一位大臣名叫匡上(Kuangshang),他一向忠於君王,慈悲救濟百姓,上前回答說:『臣能夠做到這件事,但需要資金費用。』國王說:『太好了。』於是打開國庫把錢財交給他。匡上因此用車輛把財寶運到王宮門口,鳴鼓宣告:『現在仁慈的國王施行無盡的慈悲,想要救濟百姓的貧困,供給修行人的衣食,如果有人缺乏物資,都可以到王宮門口來。』四方貧困的人們互相攙扶,揹著孩子,擁擠得填滿了道路,仰天嘆息說:『貧困的人民,今天可以活下去了。』
過了一年之後,國王下令說:『大鼓做好了嗎?』匡上回答說:『已經做好了。』國王說:『為什麼沒有聽到鼓聲呢?』

The Sutra of Prince Pilu of the Heavenly King Spoken by the Buddha
Sengyou's Record states that this is a different sutra from Guanzhong, now attached to the Qin Record.
Thus have I heard:
At one time, the Buddha was in the Jetavana Anathapindika-arama in Sravasti. A prince of a heavenly king, named Pilu, flew down from the heavens to where the Buddha was, prostrated himself with his five limbs touching the ground, bowed his head at the Buddha's feet, and then stood with his hands folded, asking the Buddha: 'Throughout the world, people seek clothing, food, the pleasures of the seven treasures, official positions, and lands. Is there not a precious virtue that people seek?' The World-Honored One praised him, saying: 'Excellent question! Indeed, there are lands, treasures, and various desires that people seek.'
Pilu then asked: 'What is the meaning of this satisfying wish and virtue that people seek?' The World-Honored One replied: 'There are two kinds of actions: performing good deeds brings blessings, and doing evil brings misfortune. Misfortune and blessings follow people like shadows follow their forms.'
Pilu said: 'Excellent, excellent! It is indeed as the Buddha says. Recalling my past life, as a king, considering the impermanence of life, I wanted to practice extensive giving. So I gathered all my ministers, and the king said: 'I want to make a large drum, so that its sound can be heard for a hundred miles. Is there anyone who can do this?' All the ministers said: 'We are not capable of doing this.' There was a minister named Kuangshang, who was always loyal to the king and compassionate in helping the people. He stepped forward and said: 'Your servant can do this, but it will require funds.' The king said: 'Excellent.' So he opened the treasury and gave him the money. Kuangshang therefore transported the treasures to the gate of the royal palace, and announced by beating the drum: 'Today, the benevolent king is bestowing boundless compassion, wanting to relieve the poverty of the people and provide clothing and food for the ascetics. If anyone is in need, they can come to the gate of the royal palace.' The poor people from all directions supported each other, carrying their children, crowding and filling the roads, and sighed to the heavens, saying: 'The poor people can live today.'
After a year, the king ordered: 'Is the drum finished yet?' Kuangshang replied: 'It is finished.' The king said: 'Why have I not heard the sound of the drum?'
其聲?』臣白言:『愿明王勞屈聖體,出臨國內,聽佛法鼓,聲震十方。』王即嚴駕,出行國中。其民比肩,王曰:『民多乎!』對曰:『王前敕臣,令作大鼓,使聞百里,欲以揚德聲於四遠。臣念枯木死皮,不能揚王之德譽,臣所受寶,供沙門梵志之衣食,以濟國民之窮乏也。佈告之來,四鄰歸潤,猶饑子之慕慈母。』王問民曰:『爾從來乎?』民稽首曰:『百里來者,二百里、萬里外來者。』咸曰:『明王大潤四國欣澤,是以去舊土之所生,慕潤澤以自濟也。』王曰:『善哉!吾著矣。國之不安,猶身有病,吾救之以藥,臣飼之以糜粥。』王曰:『黎民所求恣之,無啟聞矣。』
「王后壽終,魂靈上生天上,作天妙王。天上壽盡,下生世間,位為飛行皇帝,安所出入,七寶飛行,導從前後。今覆上天為天王太子。所以然者,自身持戒,覆濟眾生之所致也。奉佛教戒,正身心行,無不獲其福者矣。」
佛告辟羅:「凡人作行,譬若影之隨身,響之應聲,無不報答矣。」
辟羅歡喜,作禮而去。

【English Translation】 English version 『What is that sound?』 I replied, 『May the wise king deign to grace the country with his presence and listen to the Dharma drum, whose sound reverberates in all directions.』 The king then prepared his carriage and traveled throughout the country. The people were shoulder to shoulder, and the king said, 『There are so many people!』 I replied, 『Your Majesty previously ordered me to make a large drum, so that its sound could be heard a hundred miles away, intending to spread your virtuous reputation far and wide. But I thought that dry wood and dead skin could not spread the king's virtuous reputation. I used the treasures I received to provide food and clothing for Śrāmaṇas (Śrāmaṇa, renunciates) and Brāhmaṇas (Brāhmaṇa, Brahmin ascetics), and to relieve the poverty of the people. After the announcement, the neighboring countries all came to submit, just like hungry children longing for a loving mother.』 The king asked the people, 『Where do you come from?』 The people bowed and said, 『Some come from a hundred miles away, some from two hundred miles, and some from ten thousand miles away.』 They all said, 『The wise king widely nourishes the four countries, and everyone is delighted. Therefore, we leave our native lands and admire your grace to sustain ourselves.』 The king said, 『Good! I understand. The unrest of the country is like a disease in the body. I cure it with medicine, and you feed it with porridge.』 The king said, 『Grant the people whatever they ask for, and do not report it to me.』 When the queen's life ended, her spirit ascended to heaven and became a wonderful king in heaven. When her life in heaven ended, she was born into the world as a flying emperor. Wherever she went, there were seven-jeweled flying vehicles, with people guiding and following her in front and behind. Now she has ascended to heaven again and become the crown prince of the heavenly king. The reason for this is that she herself upheld the precepts and widely saved all beings. By following the Buddhist precepts and rectifying one's body, mind, and actions, one will surely receive blessings.』 The Buddha told Pīlā (Pīlā, a name), 『The actions of ordinary people are like shadows following the body and echoes responding to sounds. There is no action that does not receive its due reward.』 Pīlā (Pīlā) rejoiced, bowed, and departed. The Sutra of the Buddha Speaking of the Crown Prince Pīlā
