如是我聞:
一時婆伽婆住毗耶離大林樓閣上,與大比丘眾八千人俱,八萬四千諸大菩薩,復有學無學無量人眾,圍繞說法。
爾時會中有一菩薩名龍威德上王,從坐而起,整服右肩右膝著地,合掌向佛白言:「世尊!如來先說佛語修多羅諸經,復有說非佛語。世尊!此有何義?云何受持?」
爾時佛告龍威德上王菩薩言:「善男子!如汝所問:『于諸經中而說佛語、非佛語』者,善男子!如是非語即是佛語。善男子!善思念之!我於今者善為汝說。」
時龍威德上王菩薩而白佛言:「善哉世尊!愿樂欲聞。」
佛言:「善男子!言非語者即是佛語;善男子!言佛語者,是則名為最重身業。我之所說,皆悉無有不利身業、口業、意業,彼亦無語、無能說者亦無言者。善男子!諸有色語皆非佛語。若,龍威德上王!色非語非佛語者,受、想、行、識非語亦非佛語;善男子!若無色語,無受、想、行、識語者,是名佛語。

爾時,佛告訴龍威德上王菩薩說:「善男子!正如你所問的:『在各種經典中,有佛語,也有非佛語』,善男子!要知道,這種非語,即是佛語。善男子!好好地思考這個問題!我現在就為你詳細解說。」
當時,龍威德上王菩薩對佛說:「太好了,世尊!我非常樂意聽聞。」
佛說:「善男子!所說的非語,即是佛語;善男子!所說的佛語,則可稱為最重的身業。我所說的一切,都沒有不利於身業、口業、意業的內容,那裡沒有語言,沒有能說者,也沒有言說。善男子!所有有色的語言,都不是佛語。龍威德上王!色不是語,也不是佛語,受、想、行、識不是語,也不是佛語;善男子!如果沒有色語,沒有受、想、行、識語,這就叫做佛語。

【English Translation】 English version The Buddha Utterance Sutra
Translated by Tripitaka Bodhiruci of Tianzhu (India) of the Yuan Wei Dynasty
Thus have I heard:
At one time, the Bhagavan (World-Honored One) was dwelling on the upper story of the great forest in Vaishali (a city in ancient India), together with a great assembly of eight thousand Bhikshus (monks), eighty-four thousand great Bodhisattvas, and countless Shaikshas (those still learning) and Arhats (those beyond learning), surrounded by them, expounding the Dharma.
At that time, in the assembly, there was a Bodhisattva named Nagaraja-vikridita-adhipati (Dragon-King-Superior-Virtue), who rose from his seat, arranged his robes, bared his right shoulder, knelt on his right knee, and, with palms joined, said to the Buddha: 'World-Honored One! The Tathagata (Thus Come One) has previously spoken of the Buddha-vacana-sutras (discourses of the Buddha's words) and other sutras, and has also spoken of non-Buddha-vacana. World-Honored One! What is the meaning of this? How should we receive and uphold them?'
At that time, the Buddha told the Bodhisattva Nagaraja-vikridita-adhipati: 'Good man! As you have asked: 'In the various sutras, there are Buddha-vacana and non-Buddha-vacana,' good man! Know that this non-vacana is precisely Buddha-vacana. Good man! Contemplate this well! I will now explain it to you in detail.'
Then, the Bodhisattva Nagaraja-vikridita-adhipati said to the Buddha: 'Excellent, World-Honored One! I am eager to hear.'
The Buddha said: 'Good man! What is called non-vacana is Buddha-vacana; good man! What is called Buddha-vacana can be called the heaviest karma of body. All that I have spoken does not harm the karma of body, speech, or mind; there is no language there, no speaker, and no speech. Good man! All language with form is not Buddha-vacana. Nagaraja-vikridita-adhipati! Form is not language, nor is it Buddha-vacana; sensation, perception, volition, and consciousness are not language, nor are they Buddha-vacana; good man! If there is no language of form, no language of sensation, perception, volition, and consciousness, this is called Buddha-vacana.
'Good man! If there is language of body, speech, and mind karma, it is not called Buddha-vacana; good man! If there is no language of body, speech, and mind karma, this is called Buddha-vacana. Good man! If there is earth, water, fire, wind,'

If someone does not speak of earth, water, fire, wind, empty realm, etc., that is called Buddha's words. Good man! If there are words of greed, hatred, and delusion, they are not called Buddha's words; Good man! If there are no words of greed, hatred, and delusion, that is called Buddha's words. Good man! If there are words with outflows (āsrava, defilements) and words without outflows, they are not called Buddha's words; Good man! If they are neither words with outflows nor words without outflows, that is called Buddha's words. Good man! If there are words with desires, such words are not called Buddha's words, because Buddha's words do not have desires. Good man! If there are words without high or low distinctions, such words are called Buddha's words. Good man! If there are words about affairs and words not about affairs, they are not called Buddha's words; Good man! If there are words about non-affairs and words about non-non-affairs, that is called Buddha's words. Good man! If one speaks of attaining enlightenment on the basis of the self-nature pure Dharma, that is not Buddha's words; Good man! If there are words that are neither self-nature nor other-nature, that is called Buddha's words. Good man! If there are words that are true and words that are not true, they are not called Buddha's words; Good man! If there are no words that are true and no words that are not true, that is called Buddha's words. Good man! If there are these words: 『These are the words spoken by ordinary people, these are the words spoken by sages,』 they are not called Buddha's words; Good man! If there are no words of ordinary people and no words of sages, that is called Buddha's words. Good man! If there are inner words and outer words, and inner-outer words, they are not called Buddha's words; Good man! If there are no inner words and no outer words, and no inner-outer words, that is called Buddha's words. Good man! If, regarding all dharmas, there are words based on form (rūpa, matter), sensation (vedanā, feeling), perception (saṃjñā, cognition), volition (saṃskāra, mental formations), and consciousness (vijñāna, consciousness), they are not called Buddha's words; Good man! If, regarding all dharmas, there is no form to rely on, and no sensation, perception, volition, or consciousness to rely on, such words are called Buddha's words. Good man! 分別語,不名佛語;善男子!若無色覺分別而語,受、想、行、識覺分別語,是名佛語。以此義故,魔及魔民不得其便。
「複次善男子!言菩薩者,若色無我,亦不分別非是我所,如是受、想、行、識無我,亦不分別非我所者,名為菩薩」。
時龍威德上王菩薩而白佛言:「世尊!以何義故而有言說?何者言說?」
佛言:「善男子!魔波卑掾。複次善男子!若菩薩色不作念我當如是,受、想、行、識亦不作念我當如是,如是菩薩於一切處皆無有語。龍威德上王!諸善男子有上勝者,斷一切語、斷一切障、滅諸我慢、斷一切網、離諸二見、離一切想,以無語故。云何有言?亦無可語,是故非語名為佛語。善男子!以此義故,當如是知此是佛語。
「善男子!若無身無身行、無口無口行、無意無意行、非行非非行、非謗非不謗、不生不起、無想無處、無住無沒、非寂非行、諦語不動復非不動而亦不住,自然不緣亦非不緣,善男子!此是佛語。以彼無有可能語故,是名佛語。
「善男子!菩薩能作如是學已,是則名為學上上智光明佛語、清涼佛語,遍悅一切諸眾生身、開發一切諸眾生意,趣向佛智受持法義;遍悅一切諸菩薩眾,覺諸睡者善入法界,是善決定向於法輪;轉於法輪、擊大法

『Discursive speech』 is not the Buddha's speech. Good son! If there is no perception and discrimination of form (rupa), and one speaks without such discrimination; if one speaks without perception and discrimination of feeling (vedana), perception (samjna), volition (samskara), and consciousness (vijnana), that is called the Buddha's speech. Because of this reason, Mara and his retinue cannot take advantage. 『Furthermore, good son! 』 A Bodhisattva is one who, regarding form (rupa) as selfless and not discriminating 『it is not mine,』 and similarly regarding feeling (vedana), perception (samjna), volition (samskara), and consciousness (vijnana) as selfless and not discriminating 『it is not mine,』 is called a Bodhisattva. At that time, the Bodhisattva Nagaraja-vikridita-adhipati (Dragon-Might-Supreme-King Bodhisattva) said to the Buddha: 『World Honored One! For what reason is there speech? What is speech?』 The Buddha said: 『Good son! It is Mara Papiyas. Furthermore, good son! If a Bodhisattva does not think of form (rupa) as 「I should be like this,」 and does not think of feeling (vedana), perception (samjna), volition (samskara), and consciousness (vijnana) as 「I should be like this,」 such a Bodhisattva has no speech in all places. Nagaraja-vikridita-adhipati! Those good sons who are supremely excellent, cut off all speech, cut off all obstacles, extinguish all pride, cut off all nets, depart from all dualistic views, depart from all thoughts, because there is no speech. Where would there be speech? There is also nothing to be spoken, therefore non-speech is called the Buddha's speech. Good son! For this reason, you should know that this is the Buddha's speech. 『Good son! If there is no body, no bodily action, no mouth, no verbal action, no mind, no mental action, neither action nor non-action, neither slander nor non-slander, no arising and no non-arising, no thought and no place for thought, no abiding and no ceasing, neither stillness nor action, truthful speech that is unmoving and also not unmoving and also not abiding, naturally unconditioned and also not unconditioned, good son! This is the Buddha's speech. Because there is no possibility of speech there, it is called the Buddha's speech. 『Good son! When a Bodhisattva is able to practice in this way, it is then called learning the supreme wisdom light Buddha's speech, the cooling Buddha's speech, universally delighting the bodies of all sentient beings, developing the minds of all sentient beings, moving towards the Buddha's wisdom, receiving and upholding the meaning of the Dharma; universally delighting all Bodhisattvas, awakening those who are asleep, skillfully entering the Dharma realm, this is a good determination, moving towards the Dharma wheel (Dharmacakra); turning the Dharma wheel (Dharmacakra), striking the great Dharma drum.』
鼓,降諸魔眾、降伏異怨、降伏一切諸外道眾,是能救護向惡道者、是能莊嚴諸佛世界、是一切佛之所稱歎,必坐道場。如是菩薩已坐道場,如是菩薩已得菩薩諸陀羅尼。」
說此佛語法門之時,聖龍威德上王菩薩菩提分法皆悉滿足,即時獲得無生法忍;二萬六千諸菩薩等,得陀羅尼及諸三昧。八千比丘得無漏法。復有八萬四千眾生,皆發阿耨多羅三藐三菩提心,即以神力雨種種花供養世尊。
如來說是法門之時,聖龍威德上王菩薩,及諸大眾天、人、阿修羅、迦樓羅、緊那羅、摩睺羅伽等,一切大眾聞佛所說,皆大歡喜,信受奉行。

【English Translation】 English version: 『Drum』, is able to subdue all the hosts of demons, subdue various enemies, subdue all the heretics, is able to save those who are heading towards evil paths, is able to adorn the Buddha worlds, is praised by all the Buddhas, and will surely sit in the Bodhimanda (place of enlightenment). Such a Bodhisattva has already sat in the Bodhimanda (place of enlightenment), such a Bodhisattva has already obtained the Bodhisattva's various Dharanis (總持). When this Dharma (teaching) of the Buddha was being expounded, the Holy Dragon Majesty Supreme King Bodhisattva's (聖龍威德上王菩薩) Bodhi (enlightenment) factors were all completely fulfilled, and he immediately obtained the understanding of the non-origination of phenomena; twenty-six thousand Bodhisattvas and others obtained Dharanis (總持) and various Samadhis (禪定). Eight thousand Bhikkhus (出家男眾) obtained the untainted dharma. Furthermore, eighty-four thousand beings all generated the Anuttara-samyak-sambodhi-citta (無上正等正覺之心), and immediately used their supernatural powers to rain down various flowers to make offerings to the Lord Buddha (世尊). When the Thus Come One (如來) spoke this Dharma (teaching), the Holy Dragon Majesty Supreme King Bodhisattva (聖龍威德上王菩薩), and all the great assemblies of Devas (天人), humans (人), Asuras (非天), Garudas (金翅鳥), Kinnaras (天歌神), Mahoragas (大蟒神), and all the great assemblies, hearing what the Buddha said, were all greatly delighted, believed, accepted, and practiced it.
