A sea of lion throne clouds containing all kinds of Buddha thrones manifesting adorned mani (wish-fulfilling) king treasures. A sea of lion throne clouds containing all kinds of railings with hanging jeweled ornaments. A sea of lion throne clouds containing all kinds of mani jewel bees, gold powder, and fragrant wombs. A sea of lion throne clouds containing all kinds of wonderful fragrant jeweled bell nets universally adorned with sun-like lightning treasures. Thus, these and others fill the expanse of space. With all jewel-light Buddha-emanated jewel-bright light wheel cloud seas. With all Buddha-lands appearing and entering light wheel cloud seas. With all universally accessible Buddha-realm roaring sound jewel-branch light wheel cloud seas. With all Buddha-land Vaidurya (beryl) jewel-nature Mani (jewel) King light wheel cloud seas. With all boundless beings' color and mind, momentary manifestation light wheel cloud seas. With all Buddha's vows generating delightful sound light wheel cloud seas. With all beings to be transformed, gathering wonderful sound Mani King light wheel cloud seas. Such cloud seas filling the entire expanse of space, we all offer, revere, respect, and prostrate to all Buddhas and Bodhisattvas, the ocean of assemblies.
Again, with all Mani-treasury flame cloud seas. With all Buddha's color, sound, smell, taste, touch, light flame cloud seas. With all jewel-flame cloud seas. With all Buddha-dharma resounding voice pervading flame cloud seas. With all Buddha-land adorned lightning-light flame cloud seas. With all flower pavilions light-flame cloud seas. With all jewel-powder light-flame cloud seas. With all kalpa-number Buddhas appearing, voice teaching beings light-flame cloud seas. With all endless jewel-flower garlands showing beings light-flame cloud seas. With all various seats showing light-flame cloud seas. Such cloud seas filling the entire expanse of space, we all offer, revere, respect, and prostrate to all Buddhas and Bodhisattvas, the ocean of assemblies.
Again, with all boundless color-jewel light cloud seas. With all universally pervasive Mani King jewel light cloud seas. With all vast and extensive Buddha-land adorned lightning-light cloud seas. With all incense-light cloud seas. With all adorned light cloud seas. With all Buddha-emanation body light cloud seas. With all various jewel-tree flower-garland light cloud seas. With all clothing light cloud seas. With all boundless Bodhisattvas' various practices, names, jewel-king light cloud seas. With all pearl-lamp light cloud seas. Such cloud seas filling the entire expanse of space.

爾時有一龍王名無邊莊嚴海云威德輪蓋。三千大千世界主。得不退轉住願力故。為欲供養恭敬禮拜于如來聽受正法。來此贍部洲。時彼龍王從座而起。整理衣服偏袒右臂。右膝著地。合掌向佛。而白佛言世尊我今欲有少問。如來正遍知唯愿聽許。
爾時世尊告無邊莊嚴海云。威德輪蓋龍王言。汝大龍王若有疑者恣聽汝問。吾當為汝分別解說令汝心喜。作是語已時無邊莊嚴海云威德輪蓋龍王即白佛言。唯然世尊云何能使諸龍王等滅一切苦得受安樂。受安樂已又令於此贍部洲時降甘雨。生長一切樹木叢林藥草苗稼皆生滋味。令贍部洲一切人等悉受快樂。

這時，世尊告訴無邊莊嚴海云威德輪蓋龍王說：『你這位大龍王，如果有什麼疑問，儘管問吧。我將為你分別解說，讓你心生歡喜。』說完這些話后，無邊莊嚴海云威德輪蓋龍王立即對佛說：『是的，世尊，要怎樣才能使諸龍王等滅除一切痛苦，得到安樂？得到安樂后，又讓他們在這贍部洲及時降下甘雨，生長一切樹木叢林、藥草苗稼，都生出滋味，讓贍部洲的一切人等都得到快樂呢？』

Furthermore, with all inconceivable Mani jewel light wheel cloud oceans, with all jewel flame lotus light cloud oceans, with all boundless colored Mani jewel light wheel cloud oceans, with all Mani pearl color treasure cloud oceans, with all Mani wonderful jewel sandalwood powder incense cloud oceans, with all Mani jewel canopy cloud oceans, with all pure wonderful sound pleasing to the hearts of all, jewel king cloud oceans, with all sunlight Mani adorned cloud oceans, with all boundless treasure cloud oceans, with all Samantabhadra (Universal Worthy Bodhisattva) colored body cloud oceans. Thus, filling the expanse of space. We all offer, revere, respect, and prostrate to all Buddhas and Bodhisattvas in the ocean of assembly.
At that time, all the Dragon Kings, having made these vows, circumambulated the Buddha three times and prostrated with their heads to the ground. Receiving the Buddha's sacred decree, they each returned to their respective seats.
At that time, there was a Dragon King named Boundless Adornment Sea Cloud Majestic Virtue Wheel Canopy (Anantanirbhoga-samudra-megha-tejo-mandala-chattra), the lord of the three thousand great thousand worlds. Because he had attained the power of irreversible vows, he came to this Jambudvipa (Jambudvipa) to offer, revere, and prostrate to the Tathagata (Tathagata), and to listen to the True Dharma. At that time, that Dragon King rose from his seat, arranged his robes, bared his right shoulder, knelt on his right knee, joined his palms, and addressed the Buddha, saying: 'World Honored One, I now wish to ask a few questions. Tathagata (Tathagata), the Perfectly Enlightened One, I hope you will permit me.'
At that time, the World Honored One said to the Boundless Adornment Sea Cloud Majestic Virtue Wheel Canopy Dragon King: 'Great Dragon King, if you have any doubts, feel free to ask. I will explain and elucidate them for you, so that your heart may be filled with joy.' Having spoken these words, the Boundless Adornment Sea Cloud Majestic Virtue Wheel Canopy Dragon King immediately said to the Buddha: 'Yes, World Honored One, how can one enable all the Dragon Kings to extinguish all suffering and attain peace and happiness? And after attaining peace and happiness, how can one enable them to send down timely sweet rain in this Jambudvipa (Jambudvipa), causing all trees, forests, herbs, seedlings, and crops to grow and produce flavors, so that all beings in Jambudvipa (Jambudvipa) may receive happiness?'
At that time, the World Honored One, having heard these words, then said to the Boundless Adornment Sea Cloud Majestic Virtue Wheel Canopy Great Dragon King:
。善哉善哉汝今為彼諸眾生等作利益故。能問如來如是等事。汝大龍王聽善聽極善聽。汝當作意我為汝說。龍王汝成就一法令一切諸龍除滅諸苦具足安樂。何者一法所謂行慈。汝大龍王若有天人行大慈者。火不能燒刀不能害。水不能漂毒不能中。內外怨敵不能侵擾。安樂眠睡安樂覺寤。以自福護持其身。以大福而獲威德不被他凌。於人天中形貌端嚴眾所愛敬。所行之處一切無礙。諸苦滅除心得歡喜諸樂具足。大慈力故命終之後得生梵世。汝大龍王若有天人。修大慈行獲是福利是故龍王。以慈身業以慈語業以慈意業應當修行。
複次龍王。有陀羅尼名施一切眾生安樂。汝諸龍等常須讀誦繼念受持。能滅一切諸龍苦惱與其安樂。彼諸龍等既得樂已。于贍部洲即能依時降注甘雨。使令一切樹木叢林藥草苗稼皆得增長。爾時龍王復白佛言。何者名為施一切樂陀羅尼句。爾時世尊即說陀羅尼曰。

【English Translation】 English version: 『Excellent, excellent! Now, for the benefit of those beings, you are able to ask the Tathagata (如來，Thus Come One) about these matters. You, Great Dragon King, listen well, listen very well. You should focus your mind, and I will explain it to you. Dragon King, if you accomplish one Dharma (法，law, teaching), you can eliminate all the suffering of all dragons and fulfill them with happiness. What is this one Dharma? It is the practice of loving-kindness. You, Great Dragon King, if there are gods or humans who practice great loving-kindness, fire cannot burn them, swords cannot harm them, water cannot drown them, poison cannot affect them, and internal and external enemies cannot disturb them. They can sleep peacefully and wake up peacefully, protect themselves with their own blessings, and gain power and virtue with great blessings, without being bullied by others. Among gods and humans, their appearance is upright and dignified, and they are loved and respected by all. Wherever they go, there are no obstacles, all kinds of suffering are eliminated, their hearts are filled with joy, and all kinds of happiness are fulfilled. Because of the power of great loving-kindness, they can be reborn in the Brahma (梵天，heaven of Brahma) world after death. You, Great Dragon King, if there are gods or humans who practice great loving-kindness, they will obtain these blessings. Therefore, Dragon King, you should practice with compassionate bodily actions, compassionate verbal actions, and compassionate mental actions.』
『Furthermore, Dragon King, there is a Dharani (陀羅尼，mantra, mnemonic device) called 'Bestowing Peace and Happiness on All Beings.' You dragons should constantly recite, remember, and uphold it, which can eliminate all the suffering of all dragons and give them peace and happiness. After those dragons have obtained peace and happiness, they will be able to send down sweet rain in Jambudvipa (贍部洲，the continent where we live) at the right time, so that all trees, forests, herbs, and crops can grow.』

佛告龍王。此陀羅尼句一切諸佛加持。汝等常須受持讀誦。成一切義利得入法門。是名施一切樂句。
複次龍王。有大云所生加持莊嚴威德藏變化智幢降水輪吉祥金光。毗盧遮那一毛端所生種性如來名號。汝等亦復憶念受持。持彼如來名號者。一切諸龍種姓族類。一切龍王眷屬徒眾。並諸龍女生龍宮者。所有苦惱悉皆除滅與其安樂。是故龍王應當稱彼如來名號。

The Buddha told the Dragon King: 'This Dharani phrase is blessed by all Buddhas. You should always uphold, recite, and chant it, accomplishing all benefits and entering the gate of Dharma. This is called the phrase of bestowing all happiness.'
'Furthermore, Dragon King, there are the names of the Tathagatas born from a single hair-pore of Vairocana (the Illuminator), which are the auspicious golden light of the water-wheel of the transformation wisdom banner of the majestic treasury of blessings and adornments generated by the Great Cloud. You should also remember and uphold them. Those who uphold the names of these Tathagatas, all dragon lineages and clans, all Dragon King retinues and assemblies, and all dragon daughters born in the dragon palace, will have all their sufferings completely eradicated and be given happiness. Therefore, Dragon King, you should recite the names of these Tathagatas.'

At that time, the World Honored One, having spoken these names of the Tathagatas, said to the Dragon King Wubian Zhuangyan Haiyun Weide Lunga: 'You, great Dragon King, if all of you dragons can receive, uphold, recite, and pay homage to these names of the Tathagatas, all the sufferings of all the dragons will be liberated, and you will universally obtain peace and happiness. Having obtained peace and happiness, you will then be able to cause sweet rain to fall in this Jambudvipa (the world we live in), causing all herbs, forests, trees, seedlings, and crops to grow.'
At that time, the lord of the three thousand great thousand worlds, the Dragon King Wubian Zhuangyan Haiyun Weide Lunga, again said to the Buddha: 'World Honored One, I now beseech the Tathagata to speak the Dharani (mantra) phrases, so that in the future, in the latter days, in places in Jambudvipa that are arid and without rain, reciting this Dharani will cause rain to fall. In times of famine and evil, there will be much disease and pestilence, unlawful strife, fear among the people, ominous stars and strange occurrences, and calamities following one after another. With such immeasurable suffering, may they all be eliminated by the power and blessing of the Buddha. May the World Honored One, with great compassion, have pity on all sentient beings and speak the Dharani phrases for us, alerting all the dragons and enabling them to receive and uphold it, enabling the devas to rejoice and leap for joy, enabling the destruction of all demons, preventing calamities and afflictions from oppressing sentient beings, enabling the performance of peaceful and auspicious deeds, and enabling the removal of ominous stars and strange occurrences. The five kinds of rain obstructions spoken of by the Tathagata will also be eliminated. May this Jambudvipa receive timely rain. May the Tathagata speak for us.'

At that time, the lord of the three thousand great thousand worlds, the Great Dragon King of the Boundless Adornment Sea Cloud Majestic Wheel Canopy, and all the Dragon Kings, along with their dragon retinues, hearing the Buddha's command, were all greatly rejoiced, deeply believed, and practiced accordingly.
May the Devas, Asuras, Yakshas, and others who come to listen to the Dharma, do so with utmost sincerity. Protect the Buddha's Dharma, so that it may long endure, and diligently practice the teachings of the World Honored One. All disciples who come here to listen, whether on the ground or in the sky. May they constantly generate compassion in the human world, and abide by the Dharma day and night. May all worlds be constantly peaceful and secure, and may boundless blessings and wisdom benefit all beings. May all sins and karmas be eliminated, and may all be freed from suffering and return to perfect tranquility (Nirvana).
