【English Translation】 English version Thus I have heard. At one time, the Buddha was in the palace of the Nanda (Joy) and Upananda (Near Joy) Dragon Kings, residing in the great and majestic Mani Treasury, in the Great Cloud Wheel Hall's jeweled pavilion, surrounded by a great assembly of Bhikshus and Bodhisattva Mahasattvas. Immediately, with various immeasurable, boundless, asamkhya numbers of exquisite fragrant flowers, scented unguents, powdered perfumes, floral crowns, robes, jeweled banners and canopies, dragon-flower jeweled crowns, pearl necklaces, jeweled flower silken fabrics, pearl nets, and assorted pendants and tassels, they covered the Tathagata. They made various kinds of music, clapped their hands, and sang praises, generating great reverence and a sense of wonder. They circumambulated him hundreds of thousands of times and then stood to one side.
Then, having stood to one side, all the Dragon Kings made this vow: 'May we use the dust-mote bodies of all the ocean-worlds, and all the oceans of Buddhas and Bodhisattvas, to pervade all the ocean-worlds. May we surpass all the oceans of dust-motes of the four great elements of earth, water, fire, and wind that have passed, and all the oceans of light-dust-motes of all colors. May we surpass immeasurable, inconceivable, unspeakable, asamkhya numbers of oceans of bodies. In each and every body, may we transform into immeasurable asamkhyas of hand-cloud oceans, filling the ten directions. Moreover, in each and every dust-mote'

Such Bodhisattva body ocean-clouds include all wheel-mark ocean-clouds, all jeweled crown ocean-clouds, all great bright treasure palanquin ocean-clouds, all powdered incense tree treasure ocean-clouds, all incense smoke manifesting various colors ocean-clouds, all musical sound ocean-clouds, all incense tree ocean-clouds, and suchlike immeasurable, boundless, inconceivable, and unspeakable asamkhya numbers. 爾時眾中有一龍王。名曰無邊莊嚴海云威德輪蓋。於此三千大千世界龍王之中。最為勝大得不退轉。本願力故受此龍身。為欲供養恭敬禮拜于如來故。聽受正法來生至此閻浮提內。時彼龍王從坐而起。整理衣服偏袒右臂。右膝著地合掌向佛。而作是言世尊我今有疑。欲問如來至真等正覺。若佛聽許我乃敢問。作是語已默然而住。
爾時世尊告無邊莊嚴海云威德輪蓋龍王作如是言。汝大龍王若有疑者恣聽汝問。吾當為汝分別解說令汝歡喜。作是語已。時無邊莊嚴海云威德輪蓋龍王。即白佛言唯然世尊。云何能使諸龍王等。滅一切苦得受安樂。受安樂已又令於此閻浮提內。時降甘雨生長一切樹木叢林藥草苗稼皆生滋味。使閻浮提一切人等悉受快樂。
爾時世尊聞是語已。即告無邊莊嚴海云威德輪蓋大龍王言。善哉善哉。汝今為彼諸眾生等作利益故。能問如來如是等事

Furthermore, Dragon King, from a pore of the hair of Vairocana (Vairocana, the one who illuminates everywhere) of the golden light transformed from the cloud-wheel water store of the majestic, divine, adorned, meritorious, virtuous, wise-featured, born from the Great Cloud, emerge the names of Buddhas of the same lineage. You should also remember, recite, and maintain them. If you uphold the names of those Tathagatas, you can extinguish all the sufferings and give joy to all dragon lineages, all Dragon King retinues and multitudes, and all dragon daughters born in the dragon palace. Therefore, Dragon Kings, you should recite the names of those Tathagatas.

Such immeasurable sufferings can all be eliminated by the power of the Buddha. I beseech the World Honored One, with great compassion, to have pity on all sentient beings. Please abide in this world and proclaim to us all the divine mantra Dharani phrases. Inform the dragons that this divine mantra can make all the devas rejoice and leap for joy, and can also break and scatter all demonic obstacles, eliminate all the suffering in the bodies of all sentient beings, as well as the disasters caused by inauspicious stars and strange events. Furthermore, the Tathagata (如來，another name for Buddha) once spoke of five kinds of disasters caused by imbalances in rainfall, and these disasters can also be eliminated. By the power of all Buddhas and Tathagatas, by the true power of the Buddhas of the three times, and by the power of compassion, may it be accomplished (Svaha).
At that time, the World Honored One, having spoken this mantra, said to the Dragon King: 'If there is a drought and one wishes to pray for rain, the one who presides over the rain-seeking must generate a compassionate heart towards all sentient beings. If there are bhiksus (bhiksu, Buddhist monks) and bhiksunis (bhiksuni, Buddhist nuns), their precepts and conduct must be originally pure. If they have ever violated the Nissaggiya (Nissaggiya, a type of precept) offenses or even the Sekhiya (Sekhiya, a type of Buddhist precepts), they must earnestly repent for seven days and seven nights beforehand. If they are laypeople, they must also observe the Eight Precepts separately each day for the preceding seven days and seven nights. Even on the day of the rain-seeking ritual, they must be pure and not be lazy. They should choose an open space or clean ground, removing sand and gravel, and free from thorns and weeds. Use a twelve-step square area as the mandala, and build an altar in the center of the mandala, ten steps square. The altar should be one foot high, and use fresh and clean cow dung to plaster around the altar. Place a high seat in the center of the altar, and spread a new, clean, blue mat on the seat, and hang a new blue canopy. Measure three cubits east from the high seat, and use cow dung juice to paint a Dragon King with one body and three heads, and also paint the Dragon's attendants surrounding him.
Measure five cubits south from the high seat, and paint a Dragon King with one body and five heads, and also paint the dragons surrounding him.

其誦咒人為護身故。或咒凈水或咒白灰。自心繫念以結場界。或於一步乃至多步。若水若灰用為界畔。
又咒縷綖為結。系頂及以手足。當咒水時散灑項上及灑額上。應作是念。有噁心者不得入此壇場界內。
其誦咒者于諸眾生恒起慈心勿生惡念。又愿以此禮佛唸誦及諸功德。回施一切諸天龍王。並及含識有形之類。
升法座時高聲讀誦此經及咒晝夜不絕。若一七日若二七日。遠至三七日必降甘雨。除不專念無慈心人及穢濁者。
佛告龍王。海水潮來尚可盈縮。此言真實決定不虛。時諸龍王蒙佛教已。歡喜踴躍頂禮奉行。

【English Translation】 English version At each of the four gates of the Bodhimanda (place of enlightenment), place a large and wonderful incense burner. Burn various incenses such as Frankincense (熏陸香), Agarwood (沉水香), Storax (蘇合香), Sandalwood (栴檀香), and Benzoin (安息香), etc. Hang seven blue banners at each of the four corners, making a total of twenty-eight banners, each one zhang (丈, a unit of length) in length. Light Su oil lamps, the number of which should also match the number of banners. Set out various mixed fruits, clarified butter (酥酪), and milk congee (乳糜), arranging them on all four sides. Scatter flowers and burn incense before all the Dragon Kings (諸龍王), without allowing the incense to be extinguished. The fruits, food, and water in the bottles that are offered must be refreshed daily and not be left overnight. Always set up the offerings in the morning when the sun first rises. Those who recite the sutras should bathe three times a day with fragrant water, wear new blue clothes, maintain a vegetarian diet, and contemplate quietly. For the sake of self-protection, those who recite mantras may consecrate clean water or white ash. Focus the mind and create a boundary for the altar. Whether it is one step or many steps, use the water or ash to mark the boundary. Also, consecrate threads by chanting mantras and tie them as knots, attaching them to the top of the head, hands, and feet. When consecrating the water, sprinkle it on the neck and forehead. One should think: Those with evil intentions are not allowed to enter within the boundary of this altar. Those who recite mantras should constantly generate a compassionate heart towards all sentient beings and not give rise to evil thoughts. Furthermore, may they dedicate the merit from paying homage to the Buddhas, reciting mantras, and all other virtuous deeds to all the Devas (諸天) and Dragon Kings (龍王), as well as all conscious and corporeal beings. When ascending the Dharma seat, loudly recite this sutra and mantra day and night without ceasing. If it is for one week, two weeks, or even three weeks, sweet rain will surely descend. This excludes those who are not focused in their recitation, those without a compassionate heart, and those who are impure. The Buddha told the Dragon King (龍王): The tides of the sea may ebb and flow, but these words are true and will certainly not be in vain.
