At that time, all these Dragon Kings and others rose from their seats, adjusted their robes, knelt on their right knees, and joined their palms towards the Buddha. They covered the Tathagata with immeasurable and boundless asamkhyas (extremely large numerical unit) of various subtle flowers and incense, scented paste, powdered incense, flower crowns, clothing, jeweled banners, canopies, dragon flower jeweled garlands, pearl necklaces, jeweled flower silk fabrics, and pearl nets. They played various musical instruments, clapped their hands, and sang praises, generating great reverence and extraordinary minds. They circumambulated the Buddha hundreds of thousands of times and then stood to one side. Having stood to one side, they all made vows, saying: 'May the sea of bodies as numerous as the dust motes in all world-seas, the sea of all Buddhas and Bodhisattvas, surpassing all world-seas, surpassing all earth, water, fire, and wind dust motes, all seas of color and light dust motes, surpassing immeasurable, inconceivable, unequaled, unspeakable asamkhyas of body-seas. In each body, may I transform into immeasurable asamkhyas of hand-sea clouds, filling all directions. In each dust mote, may there be all offering-sea clouds, filling all directions, offering to all Buddhas and Bodhisattvas, constantly without interruption. Like this, may immeasurable, inconceivable, unequaled, unspeakable asamkhyas of Samantabhadra's practice body-sea clouds fill the void and sustain without ceasing. All endless jeweled flower garlands appear, illuminating all sentient beings, forming clouds of the sea of flames. All thrones appear adorned, forming clouds of the sea of flames. Like this, they pervade the entire void, continuously abiding, offering, revering, respecting, and serving all the seas of Buddhas and Bodhisattvas.
Again, there emerge clouds of the sea of light of countless colors. All Mani (Cintamani) jewel kings emit universal light, forming seas of light clouds. All electric light clouds adorning the pure Buddha lands. All fragrant light clouds. All adorned light clouds. All light clouds transformed by the Buddhas. All light clouds of various jeweled trees and flowers. All light clouds of garments. All light clouds of the Mani (Cintamani) king with the sounds of the boundless Bodhisattva's practices. All light clouds of pearl lamps. Like this, they pervade the entire void, continuously abiding, offering, revering, respecting, and serving all the seas of Buddhas and Bodhisattvas.
Again, there emerge clouds of the sea of inconceivable mixed fragrant flowers. All clouds of the sea of jeweled flame lotus nets. All clouds of the sea of Mani (Cintamani) jewel light wheels of immeasurable colors. All clouds of the sea of treasures of true jewel colors. All clouds of the sea of powdered treasure sandalwood incense. All clouds of the sea of jeweled canopies. All clouds of the sea of Mani (Cintamani) kings with pure and wonderful sounds. All clouds of the sea of strings of Mani (Cintamani) jewels illuminated by the sun. All clouds of the sea of boundless treasures. Like this, all clouds of the sea of Samantabhadra's body pervade the entire void, continuously abiding, offering, revering, respecting, and serving all the seas of Buddhas and Bodhisattvas.
At that time, all the Dragon Kings, having performed such acts of dedication, circumambulated the Buddha three times, touched the Buddha's feet with their heads, and, by the power of the Buddha, returned to their respective seats.
At that time, among the assembly, there was a Dragon King named Ananta-vyūha-samudra-megha-vikrīḍita-cakra-cchattra, who was the most excellent and great among the Dragon Kings of the three thousand great thousand worlds, having attained the state of non-retrogression. Due to the power of his original vows, he received this dragon body, and came to this Jambudvīpa in order to offer, revere, and worship the Tathagata, and to listen to the Dharma. At that time, that Dragon King arose from his seat, arranged his robes, bared his right shoulder, knelt on his right knee, and, with palms joined, addressed the Buddha, saying: 'World Honored One, I now have some doubts that I wish to inquire about.'
問如來至真等正覺。若佛聽許我乃敢問。作是語已。爾時世尊。告無邊莊嚴海云威德輪蓋龍王言。龍王若有疑者恣聽汝問。吾當為汝分別解說令汝歡喜。作是語已。時無邊莊嚴海云威德輪蓋龍王。即白佛言。世尊云何使諸龍王滅一切苦得受安樂。受安樂已。於此閻浮提內時降甘雨。生長一切樹木叢林。藥草苗稼皆出滋味。使閻浮提中一切人等悉受快樂。作是語已。

After saying this, the World Honored One told the Dragon King Boundless Adornment Sea Cloud Majestic Virtue Wheel Canopy: 'Dragon King, if you have doubts, feel free to ask. I will explain them to you separately and make you happy.' After saying this, the Dragon King Boundless Adornment Sea Cloud Majestic Virtue Wheel Canopy then said to the Buddha: 'World Honored One, how can all the Dragon Kings extinguish all suffering and attain peace and happiness? After attaining peace and happiness, within this Jambudvīpa (閻浮提, the world we live in), may they timely send down sweet rain, causing all trees, forests, herbs, and crops to grow with flavor, so that all people in Jambudvīpa may receive happiness?' After saying this, At that time, the World Honored One told the Dragon King Boundless Adornment Sea Cloud Majestic Virtue Wheel Canopy: 'Excellent, excellent. You are now acting for the benefit of those sentient beings, and you are able to ask the Tathāgata about such matters. Dragon King, listen carefully now, listen carefully, and think about it well. I will explain it to you separately. Dragon King, there is one Dharma (法, law, teaching), if you can fully practice it, it will enable all dragons to eliminate all kinds of suffering and be fully at peace and happy.' What is the one Dharma? It is practicing great compassion (大慈, mahā-maitrī). Dragon King, if there are devas (天人, celestial beings) who practice great compassion, fire cannot burn them, water cannot drown them, poison cannot harm them, blades cannot injure them, and enemies from other places cannot invade and plunder. Whether sleeping or awake, they can obtain peace and security. The power of practicing great compassion has great majestic virtue, and the devas and people of the world cannot disturb or annoy them. Their appearance is upright and dignified, and they are loved and respected by all. Wherever they go, there are no obstacles. All suffering is eliminated, and their hearts are filled with joy. All happiness is complete, and because of the power of great compassion, they can be reborn in the Brahma Heaven after death. Dragon King, if there are devas who practice great compassion, they will obtain such immeasurable benefits. Therefore, Dragon King, your body, speech, and mind should always practice that great compassion. Furthermore, Dragon King, there is a dhāraṇī (陀羅尼, mantra), named 'Giving All Peace and Happiness'. You should always recite and uphold it. It can eliminate the suffering of all dragons and give them peace and happiness. In Jambudvīpa, rain falls in due season. It can cause all trees, forests, herbs, and crops to grow with flavor. Dragon King, what is 'Giving All Peace and Happiness'?

Furthermore, Dragon King, there is the majestic, adorned, meritorious, wise, cloud-wheel, water-treasury, transformed golden light born from the great cloud, from a pore of Vairocana's (毗盧遮那) body, appear the names of Tathagatas of the same nature as him. You should also remember and uphold these Tathagata's names, which can extinguish all the suffering of all dragon species, all Dragon King retinues and followers, and all dragon daughters born in the dragon palace, and give them peace and happiness. Therefore, Dragon King, you should recite the names of all these Tathagatas:

爾時無邊莊嚴海云威德輪蓋龍王。復白佛言。世尊惟愿如來為我說此陀羅尼章句。使閻浮提末世之中旱時降雨。饑饉惡世多饒病死。非法亂行人民恐怖。妖星變怪災厲相續。有如是等無量苦惱。以佛力故悉得滅除。世尊大慈愍諸眾生。住持說此所有陀羅尼章句。告諸龍知能使諸天歡喜踴躍。能破散一切諸魔一切眾生身中所有苦難。並及惡星變怪災障除滅。又復如來曾說五種雨障。亦皆消滅。彼障除已。使此閻浮提內雨澤以時。惟愿如來為我等說。作是語已。佛贊無邊莊嚴海云威德輪蓋龍王言。善哉善哉龍王。汝今為諸眾生利益安樂。能請如來說此神咒。龍王諦聽諦受善思念之。我為汝說。有陀羅尼名大慈所生云聲震吼奮迅健相。一切諸佛已曾宣說。住持隨喜為諸眾生利益安樂。旱時降雨雨時能止。饑饉疾疫悉能滅除。普告諸龍令使得知。復令諸天歡喜踴躍。散一切魔安隱眾生。

【English Translation】 English version: Causing all herbs, trees, and forests to grow.
At that time, the Dragon King, Boundless Adornment Sea Cloud Majestic Virtue Wheel Canopy, again said to the Buddha: 'World Honored One, I beseech the Tathagata to speak this Dharani (a sacred utterance) chapter and verse, so that in the degenerate age of Jambudvipa (the world we inhabit), rain may fall during droughts, famine and evil times may reduce disease and death, unlawful conduct may run rampant, people may be fearful, ominous stars may change, and calamities may follow one another. May such immeasurable sufferings be extinguished by the power of the Buddha. World Honored One, with great compassion, have pity on all sentient beings, abide in the world and speak this Dharani chapter and verse, informing all dragons, so that they can make the devas (gods) rejoice and leap for joy, break apart all demons, and eliminate all the suffering in the bodies of all sentient beings, as well as the calamities caused by ominous stars. Moreover, the five kinds of rain obstructions that the Tathagata has spoken of can also be eliminated. Once these obstructions are removed, may the rain in this Jambudvipa fall in due season. I beseech the Tathagata to speak for us.' After saying these words, the Buddha praised the Dragon King, Boundless Adornment Sea Cloud Majestic Virtue Wheel Canopy, saying: 'Excellent, excellent, Dragon King. Now, for the benefit and happiness of all sentient beings, you are able to request the Tathagata to speak this divine mantra. Dragon King, listen carefully, receive it carefully, and contemplate it well. I will speak it for you. There is a Dharani called Great Compassion Born Cloud Sound Shaking Roar Vigorous and Healthy Appearance, which all Buddhas have already proclaimed, abiding in the world and rejoicing, for the benefit and happiness of all sentient beings, able to bring rain during droughts, able to stop rain when there is too much, and able to eliminate famine and disease. Universally inform all dragons, so that they may all know. And also make the devas rejoice and leap for joy, dispel all demons, and bring peace to all sentient beings.'

【English Translation】 English version A three-headed Dragon King: On the left and right are painted various dragons surrounding him. To the south of the high seat, at a distance of five cubits, paint a five-headed Dragon King, also paint various dragons surrounding him on the left and right. To the west of the high seat, at a distance of seven cubits, paint a seven-headed Dragon King, likewise paint various dragons surrounding him on the left and right. To the north of the high seat, at a distance of nine cubits, paint a nine-headed Dragon King, also paint various dragons surrounding him on the left and right. At the four corners of the altar, place four flower vases, each holding three 'sheng' (升, a unit of volume). Mix 'jin jing' (金精, gold essence) or 'qing dai' (青黛, indigo) with clear water to make it pure. Insert various herbs, wood, flowers, and pistils into the vases. At each of the four gates of the 'daochang' (道場, sacred place), place a large incense burner, burning various incenses such as 'xun lu' (熏陸, frankincense), 'chen shui' (沉水, agarwood), 'su he' (蘇合, storax), 'zhan tan' (栴檀, sandalwood), and 'an xi' (安息, benzoin). After urinating or defecating, one must bathe. When ascending the high seat, first prostrate to all Buddhas in the ten directions. Burn incense and scatter flowers, inviting all Buddhas, all great Bodhisattvas, and all Dragon Kings of the heavens in the ten directions. For the sake of sentient beings, constantly generate compassion and do not give rise to evil thoughts. Dedicate the merit of this Buddha worship and all other merits to all Dragon Kings of the heavens and all sentient beings with consciousness and form. When ascending the Dharma seat, read the sutra aloud day and night without ceasing. If for one seven-day period, or two seven-day periods, or even three seven-day periods, sweet rain will surely fall. The Buddha told the Dragon King, 'Even the tides of the sea have their ebb and flow. These words are true and will certainly not be in vain.' At that time, all the Dragon Kings, having received the Buddha's teachings, rejoiced, leaped for joy, bowed their heads, and respectfully carried them out.
