Thus have I heard: At one time, the Buddha was dwelling in the palace of the Nanda-upananda (Nanda and Upananda) Dragon Kings, in the great cloud wheel treasury jeweled pavilion of Manideva, together with great bhikshus, great bodhisattvas, and all the great dragons and other beings. 爾時彼諸龍王並其眷屬。從坐而起偏袒右肩。右膝著地合掌向佛。以無量阿僧祇種種殊勝。上妙香華涂香末香燒香。及諸華鬘種種衣服幢幡繒彩。音樂歌詠寶花寶帳。雜珮旒蘇垂諸瓔珞。龍華珠網廣設供具。以大堅固尊重恭敬。不可思議上勝清凈淳厚信心供養如來。作是供養右繞佛己於一面住。同時舉聲發大誓願。愿以一切世界微塵一一微塵廣大如海我等身海。諸佛菩薩道場眾海。一切世界不可數海。一切四大地水火風微塵等海。一切色光如微塵等一一塵中過算數海。無量阿僧祇不可數不可思量不可稱說過說身海。一一身中以無量手。其不可數猶如海云。化出種種諸供養具。普十方面一一微塵不斷不散亦如海云。又愿一切諸佛及菩薩海。我等常當在在處處作諸供養。所有無量阿僧祇不可思量不可稱說不

At that time, all those Dragon Kings and their retinues rose from their seats, bared their right shoulders, knelt on their right knees, and joined their palms towards the Buddha. With immeasurable asaṃkhyas of various supreme and wonderful fragrances, scented unguents, powdered incense, burning incense, and various flower garlands, various clothes, banners, streamers, silken fabrics, music, songs, jeweled flowers, jeweled canopies, assorted ornaments, tassels, and necklaces, dragon flower pearl nets, they extensively arranged offerings. With great firm respect, reverence, inconceivable supreme, pure, and profound faith, they made offerings to the Tathagata. Having made these offerings, they circumambulated the Buddha to the right and stood on one side. Simultaneously, they raised their voices and made great vows: 'May we use all the worlds' dust, each dust particle as vast as the sea, our body-sea, the assembly-sea of the Buddhas and Bodhisattvas' sacred sites, all the worlds' countless seas, all the four great elements of earth, water, fire, and wind's dust-like seas, all the colors and lights like dust particles, each dust particle containing countless seas. Immeasurable asaṃkhyas, countless, inconceivable, inexpressible, unspeakable body-seas. In each body, with immeasurable hands, countless as sea clouds, transforming various offerings. Universally in the ten directions, each dust particle continuously and unscatteredly, also like sea clouds. 【English Translation】 English version Never to be scattered. All the ten directions are like Samantabhadra's (Universal Worthy Bodhisattva) body-practice sea-clouds. The ten directions of empty space are all universally covered because of the power of vows. The accomplishment of a Bodhisattva's body is also like sea-clouds. At that time, all precious-colored light flames are continuous and not scattered, all sun-moon body-wheel sea-clouds, all jeweled-canopy tassel-adorned flower sea-clouds, all jeweled-canopy great-light-treasury pavilion sea-clouds, all tree-branch casket-treasury sea-clouds, all fragrance-color manifestation sea-clouds, all speech-sound wonderful-voice various-music sea-clouds, all fragrant-tree sea-clouds, filling empty space, established with majestic spiritual power. Such as these, immeasurable asamkhyas (countless) inconceivable inexpressible not scattered not continuous sea-clouds, offered to all Buddhas and Bodhisattva seas, until the end of the future, respectfully honoring bowing and providing, offering in this way all the great adorned realms of the mani-king store, like lightning-light sea-clouds, filling empty space, established with majestic spiritual power. And may all Buddhas and Bodhisattva seas, until the end of the future, respectfully honoring bowing and providing, offering in this way all universally illuminating jeweled-rain adorned mani-king sea-clouds, all jeweled-flame illuminating Buddha-transformation sound constantly unceasing mani-king sea-clouds, universally delighting all Buddha-dharma sound mani-king sea-clouds, universally in the ten directions manifesting jeweled-flame all Buddhas transformation-light sea-clouds, all adornments not broken not scattered, all completely reflected mani-king flame-lamp sea-clouds, all Buddhas' realms according with mani-king sea-clouds, inconceivable Buddhas' lands, all Tathagatas' (Thus Come Ones) places all completely reflected mani-king sea-clouds. All various jeweled-dust three-period Buddhas' bodies and shadows Vairocana (the universal Buddha) mani-king sea-clouds, filling empty space, established with majestic spiritual power. Having finished manifesting, in all Buddhas and Bodhisattva sea-clouds, like a great ocean, until the end of the future, I respectfully honor bow and provide. May the clouds of light wheels be illuminated by flower clouds, clouds of light wheels transformed by all precious flames, clouds of light wheels manifesting the shadows of all Buddha-lands (Buddha-ksetra), clouds of light wheels of precious branches that can emit thunderous sounds from the universal Buddha realms, clouds of light wheels of all Vaidurya (a type of gemstone) treasure-natured Mani King flames (flames of wish-fulfilling jewel), clouds of light wheels manifesting the forms and minds of boundless beings in an instant, clouds of light wheels with sounds pleasing and delightful to all Buddhas, clouds of light wheels of Mani King jewels that teach and transform beings with sounds in all assemblies and Bodhimandas (place of enlightenment). 【English Translation】 English version: Thus, all the sufferings of body and mind are exhausted, and peace and happiness are attained. What is the one Dharma? It is what is called loving-kindness (慈心, Cíxīn). If gods or humans can practice and cultivate it, fire cannot burn, swords cannot harm, water cannot drown, and poison cannot injure. All internal and external thieves cannot invade. One sleeps peacefully, is able to be cautious, and thus protects oneself, obtaining great blessings and majestic virtue. In life after life, one receives a body that is upright and dignified. Those who see it love and rejoice, and one goes everywhere without obstruction. All gods and humans cannot disturb one, one is free from all suffering and distress, the mind is always joyful, one enjoys all happiness, and obtains the Dharma of superior beings. If one's life ends, one will be born in the Brahma world (梵世, Fànshì). Great Dragon King, loving-kindness is thus beneficial to gods and humans, and one should constantly cultivate loving-kindness in body, speech, and mind.
Furthermore, Great Dragon King, there is a Dharani (陀羅尼, Tuóluóní) phrase called 'Bestowing Peace and Happiness'. These are what the dragons and others should constantly recite and uphold, which can remove all the suffering and distress of all dragons, and can bring peace and happiness to all beings. Having obtained happiness, those dragons will then rain in Jambudvipa (閻浮提, Yánfú tí, refers to the world we live in) according to the seasons, causing all grains, fruits, medicines, grasses, and forests to grow. The Buddha said: 'Great Dragon King, this Dharani is named 'Giving Peace to All Dragons'. These dragons should constantly recite and uphold it, always attain freedom in all necessities of life, enter the gate of freedom, be protected by the majestic power of all Tathagatas, and give peace and happiness to the body and mind of all dragons.'
'Furthermore, Great Dragon King, there is a World Honored One Buddha, named Cloud-Born Constructing Great Adornment Majestic Power Treasury, Flower Light Wisdom Banner, Water-Holding Sharp Wheel, Golden Virtue Pure Light Vairocana, Hairline-Born Nature Tathagata, Worthy of Offerings, Perfectly Enlightened One. Great Dragon King, you should receive, uphold, read, recite, remember, call upon the name, and prostrate to him. Hearing this Buddha's name can eliminate the dragon species, all dragon palaces, all dragon surnames, all harmonies, all dragon Yoni Nans (female dragons), all dragon kings, all dragon daughters, all dragon retinues, and can give peace and happiness to all who suffer.'

Great Dragon King, if all dragons and others can recite, uphold, call upon the names, and pay homage to these Buddhas, they will eliminate all suffering and obtain joy and happiness. In Jambudvipa (the world we live in), rain will fall at the appropriate times, and all grains, fruits, medicines, herbs, forests, and groves will grow.
At that time, the Great Dragon King, lord of the Trisahasra-mahāsāhasra-lokadhātu (a universe in Buddhist cosmology), said to the Buddha: 'I will now request the Dharani (a type of mantra) verses spoken by the Buddhas. In the future, in the degenerate age of Jambudvipa (the world we live in), in places where rain does not fall, if this mantra is recited, sweet rain will fall. If evil times arise, with danger, hardship, and unlawful occurrences, epidemics spread, and the stars lose their course, if one wishes to extinguish all these evils, by the power of the Buddha, by the great compassionate heart, and out of compassion for all sentient beings, one should uphold such Dharani verses.' When this mantra is spoken, all dragons will rejoice, all devas will leap for joy, and the realm of Mara will be destroyed. All sentient beings' four hundred and four diseases will not arise, their senses will be peaceful, and all evil deeds will be eliminated.
At that time, the World-Honored One, having heard the words of the Dragon King of the Trisahasra-mahāsāhasra-lokadhātu, praised him, saying: 'Excellent! Excellent! Great Dragon King, you also benefit sentient beings like the Buddhas, showing compassion and giving them joy. Please quickly ask about this matter. 【English Translation】 English version: Empowered by the majestic spiritual might, I shall now also follow and speak (this mantra), for the benefit of all sentient beings, to have compassion on them and grant them happiness. In the future, if there is a drought, this mantra can cause rain to fall; if there is a flood, it can also cause it to cease. Epidemics, deaths, and other dangers can all be eliminated. It can gather all the dragons, and make the dragons and devas rejoice and leap for joy. It can destroy all the realms of the demons, and enable sentient beings to be complete with peace and happiness. 【English Translation】 English version: Generate a compassionate mind and observe the eight precepts. In an open, exposed area, a blue tent should be erected and ten blue banners should be hung. Cleanse and purify the ground, smearing it with cow dung. Invite a mantra-reciting master to sit on a blue seat. If a layperson is observing the eight precepts, or if a Bhikshu (Buddhist monk) is observing the precepts, all should wear clean clothes and burn fine incense. Also, scatter powdered incense on the Dharma master's seat. One should eat three kinds of pure white food, namely milk, cheese, and polished rice. When reciting this 'Great Cloud Wheel Chapter,' sit facing east. Day and night, be sincere and keep the sound of recitation continuous. Make offerings to all the Buddhas. Furthermore, place clean water in new bottles and arrange them in the four directions. According to one's means, prepare various foods to offer to the Nagas (serpentine deities). Also, scatter incense and flowers in the Mandala and on the Dharma seats on all four sides. On each of the four sides, use pure, fresh cow dung juice to draw the form of a dragon. On the east side, three cubits (ancient unit of length) away from the seat, draw a dragon with one body and three heads, along with its dragon retinue. On the south side, five cubits away from the seat, draw a dragon with one body and five heads, along with its dragon retinue. On the west side, seven cubits away from the seat, draw a dragon with one body and seven heads, along with its dragon retinue. On the north side, nine cubits away from the seat, draw a dragon with one body and nine heads, along with its dragon retinue. The mantra-reciting master should protect himself. Either consecrate clean water with a mantra or consecrate white ash with a mantra. Mentally recollect and establish a boundary. Either draw one step or many steps, using water or ash as the boundary. Or consecrate thread with a mantra and tie it around the neck, hands, or feet. When consecrating water or ash, sprinkle it on the crown of the head. If on the forehead, one should think: 'Those with evil intentions may not enter this boundary.' The mantra-reciting person should generate a compassionate mind towards all beings. Urge all Buddhas and Bodhisattvas to have compassion and protect. Dedicate this merit and distribute it to the Nagas. If there is no rain, recite this Sutra for one day, two days, or even seven days, without ceasing the sound. Also, according to the above method, rain will surely fall. The tide of the great ocean can be held back beyond its limit. If one can fully practice according to this method, there is no instance where rain will not fall. Except for those who do not believe or are not sincere.
