如是我聞。一時薄伽梵與其大眾前後圍繞。游摩伽陀國。行在中路遇大黑雲。叆叇彌薄嵐颲惡風。雷電霹靂驟澍雹雨。語具壽慶喜言。汝當取一新凈甕子。滿中盛水真言。攝逐如是婆修吉龍王。及諸毒龍惱亂世間。壞諸苗稼花果子實作災害者。皆應攝逐俱入甕內。止斯風雲雨雹霹靂。便禁御之。汝受如是真言法等。依法作治。

如是我聞。一時,薄伽梵(Bhagavan,世尊)與其大眾前後圍繞,遊歷摩伽陀國(Magadha)。行走在途中,遇到大片黑雲,濃密遮蔽,狂風呼嘯,雷電交加,暴雨傾盆,冰雹驟降。佛告訴具壽慶喜(Ananda)說:『你應該取一個新而乾淨的甕,盛滿水,用真言攝伏婆修吉龍王(Vasuki)以及各種毒龍,它們惱亂世間,破壞莊稼、花果和種子,製造災害。都應該攝伏它們,一起放入甕中,停止這風雲雨雹和雷電,便可以禁制它們。你接受這真言法等,依法修持。』
這時,如來說示東方止雨真言曰:

The Vajra Flame Stopping Wind and Rain Dharani Sutra
Translated by Tripitaka Bodhiruci from South India of the Great Tang Dynasty
Thus have I heard. At one time, the Bhagavan (Bhagavan, World Honored One) was surrounded by a great assembly, traveling in the country of Magadha. While walking on the road, they encountered great black clouds, dense and obscuring, with fierce winds howling, thunder and lightning flashing, heavy rain pouring down, and hail falling rapidly. The Buddha told the Venerable Ananda: 'You should take a new and clean urn, fill it with water, and use the mantra to subdue the Vasuki Dragon King (Vasuki) and all the poisonous dragons, who trouble the world, destroy crops, flowers, fruits, and seeds, and create disasters. You should subdue them all, put them together into the urn, stop the wind, clouds, rain, hail, and lightning, and thus restrain them. You receive this mantra dharma and practice it accordingly.'
At that time, the Tathagata revealed the rain-stopping mantra for the Eastern direction, saying:
'Tatha (tā tā) ta (tā), kuku kuku (kù kù kù kù), para (para) mi she (mi she) sai (sai) min (min) jin (jin) vi hi (wēi xī), pu li (pū lī) mo yan ni (mó yàn nǐ) shi (shǐ), na yan duo (nà yǎn duǒ) tuo mi (tuó mǐ), svaha (suō pó hē).'

The Venerable Ānanda said, 'If one wishes to practice these mantras and Samaya (誓言,本誓), first, in front of the images of the Buddhas of the ten directions, use various fragrant waters to decorate a two-cubit (肘, about 90 centimeters) Mandala (壇場) in a circular fashion. Then, in a clean open space, smear and purify a two-cubit Mandala. Take one unused, clean pitcher, fill it with clean water, and place it on the altar in front of the Buddha. Offer seasonal fragrant flowers, and burn incense such as aloeswood, white sandalwood, and frankincense as offerings. Hold a willow branch in your hand, insert it into the water pitcher, and loudly and swiftly recite these mantras, capturing all poisonous dragons, evil winds, torrential rains, disasters, and poisonous fumes, and confine and stop them within the pitcher. Consecrate the water pitcher twenty-one times, restrain and cut off, hold this water pitcher, place it on the open-air altar, mouth to mouth, sealed. Wait for the wind and rain to stop, and for stillness and clear skies, then remove the pitcher.'

【English Translation】 English version Ānanda (Ānanda), the Venerable Ānanda, then spoke of the Pinyeguang Mantra.
Namo Buddhāya (Homage to the Buddha), Namo Dharmāya (Homage to the Dharma), Namo Saṃghāya (Homage to the Saṃgha), Tadyathā (Thus it is): Oṃ, 㰤𡆆㰤𡆆, 㰤𡆆㰤𡆗, 㰤㰤㰤㰤, 㰤㰤㰤㰤, Namo Kashiya Paya, Ḍa Thāgaḍiya, 㫊𡆆㰤羝 Samyaksaṃbuddhāya, Siddhyantu, Mantra Pāna, Svāhā (May it be accomplished).
Ānanda, if there are evil nāgas (nāga) continuously sending down evil rain, purify the open ground and perform homa (homa) offerings. At any time, gather one thousand and eighty exquisite fragrant flowers and use them to offer to the Buddha. After offering to the Buddha, sit cross-legged facing west on that open ground with these flowers. Vigorously and swiftly recite the mantra, empowering each flower, and use them for homa offerings one thousand and eighty times. This will subdue the poisonous energy and disasters of all evil nāgas in the ten directions, as well as the calamities of rain and evil winds, causing them to cease immediately. It will eliminate the famine and disasters of all sentient beings, protect and benefit all seedlings, flowers, fruits, and seeds, making their flavors complete and ripe. If the rain does not stop, double the previous method. Once, twice, even up to five times, the rain will surely stop. The one who holds the mantra should bathe and purify their body, wear clean clothes, abstain from all verbal disputes, and practice the Dharma with great compassion, thus attaining accomplishment. Ānanda, there is another mantra that has the power to prevent all evil nāgas and various evil insects and beasts from eating the seedlings. It can also dispel all ghosts and spirits that absorb human essence, causing them all to scatter. It can bring great peace and happiness to all sentient beings in the world, making the seedlings and fruits always flourish and yield a great harvest. This is the fundamental mantra for eradicating all disasters.

At that time, when the Tathagata spoke this true mantra, fires arose in the palaces of all the evil and poisonous dragons in the world. These poisonous dragons, being burned by the fire, all felt headaches, their skin festered, and their joints ached all over. They were terrified and went before the Buddha, bowed their heads to his feet, and, with palms together in reverence, said in unison: 'World Honored One, the true mantra that the Tathagata is now speaking causes great fear and annoyance to all the dragons. World Honored One, we dragons have committed no offense, but are constantly disturbed by those who maliciously uphold the true mantra. Sometimes they bind us, sometimes they beat us, sometimes they imprison us, and sometimes they drive us away. Our families now leave their palaces, and because of this, we all harbor great hatred and resentment, and thus cause great winds, sudden heavy rains, thunder, lightning, and hail at inappropriate times.' 'World Honored One, because of these painful conditions, all crops, flowers, fruits, seeds, and flavors are damaged, and yields are reduced. World Honored One, therefore, those who uphold the true mantra should always generate great compassion for all sentient beings in the six realms of reincarnation, benefit them, and bring them happiness. World Honored One, by the power of this great compassion, all disasters and plagues will disappear.'
惡風惡雨悉皆消滅。世尊我諸龍等。今于佛前各立誓言。若此真言所在方處有受持者。更不災壞一切苗稼花果子實。若有常能如法書寫如是真言。受持讀誦依法結界。護諸苗稼花果子味。我諸龍輩。則當往中而皆守護。風雨順時一切苗稼花果子實。皆令具足滋味甘甜。永不施行一切非時惡風暴雨雷雹霹靂霜霧毒氣。而作災害。及能遮止一切怨賊諸惡鬼神種種蟲獸。不令侵暴一切眾生一切苗稼花果子實。我諸龍輩各相敕語。不令損壞作諸災害。是時如來告諸龍言。善哉善哉汝等。諸龍應當如是種種守護贍部洲界一切有情。獲大安樂。爾時如來複謂具壽慶喜言。如是真言后末世時。能作護持一切苗稼花果子味。復能除遣一切疫毒疾病災難。若有惡龍數數卒起災氣惡風雷雹暴雨。於是之時應當往詣高山頂上。或詣田中當作四肘方漫拏羅。香水黃土瞿摩夷。如法塗飾。幖郭界位。開廓四門。以鬱金香泥。四面四角中央。圖畫八葉開敷蓮花。以粳米粉染分五色。捻飾界道。四門莊彩。赤犢子新瞿摩夷。和白麵溲。如法塑捏五龍王等。當壇東面。三頭龍王。頭上出三蛇龍頭。南面五頭龍王。頭上出五蛇龍頭。西面七頭龍王。頭上出七蛇龍頭。北面九頭龍王。頭上出九蛇龍頭。中央一頭龍王。頭上出一蛇龍頭。是等龍王身量十二指。

【English Translation】 English version May evil winds and evil rains be completely eliminated. World Honored One, we dragons now make our vows before the Buddha. If in any place where this true mantra is upheld, we will no longer destroy any crops, flowers, fruits, or seeds. If anyone can constantly write this true mantra according to the Dharma, uphold, recite, and establish boundaries according to the Dharma, protecting all crops, flowers, fruits, and flavors, we dragons will go there and protect them all. May the wind and rain be timely, and may all crops, flowers, fruits, and seeds be fully endowed with flavor and sweetness. We will never inflict untimely evil winds, torrential rains, hail, thunderbolts, frost, fog, or poisonous gases to cause disasters. And we can prevent all vengeful thieves, evil ghosts and spirits, and various insects and beasts from invading all sentient beings, all crops, flowers, fruits, and seeds. We dragons each instruct one another not to damage or cause any disasters. At that time, the Tathagata told the dragons, 'Excellent, excellent! You dragons should thus protect all sentient beings in the Jambudvipa (贍部洲, Jambudvipa, one of the four continents in Buddhist cosmology) and bring them great peace and happiness.' Then, the Tathagata said to the Venerable Ananda (具壽慶喜, Venerable Ananda): 'This true mantra, in the future degenerate age, can protect the flavor of all crops, flowers, and fruits, and can also eliminate all epidemics, diseases, and disasters. If evil dragons frequently and suddenly cause disastrous air, evil winds, hail, and torrential rains, at that time, one should go to the top of a high mountain or to a field and make a mandala (漫拏羅, Mandala, a symbolic representation of the universe) four cubits square. Adorn it according to the Dharma with fragrant water, yellow earth, and cow dung (瞿摩夷, Gomaaya, cow dung). Mark the boundaries of the mandala and open four gates. With turmeric paste, draw eight-petaled lotus flowers on the four sides, four corners, and in the center. Use rice flour dyed in five colors to twist and decorate the boundary paths. 【English Translation】 English version Their facial features and forms are described as being like those of celestial beings. All are seated in the half-lotus position on eight-petaled lotuses. Their various garments are adorned according to the Dharma. Fragrant water urns are placed at the four sides and four corners. An incense burner is placed in front of each dragon. Plates containing seven types of 'three white' foods (milk, curd, rice) are placed. Clean porcelain urns are filled with milk curds and ghee. Parched rice flour is offered. In front of the five dragons, offerings are arranged according to the Dharma. Various seasonal flowers are scattered as offerings. Incense of aloeswood, aquilaria, and blended ghee are burned and offered. Rice grains, flowers, and white mustard seeds are blessed. Five Vajra pegs are scattered around the altar. Four are made of Khadira wood (Acacia catechu), and one is made of iron. Each is about four fingers in length. These five pegs are blessed with the mantra one hundred and eight times. The Vajra wood pegs are hammered into the Naga Chittas (Dragon Hearts) on the four sides, and the Vajra iron peg is hammered into the central Naga Chitta. Sixteen-cubit-high flagpoles are erected at the four corners of the altar. The mantra is written on plain silk banners, which are tied to the tops of the four flagpoles. Recite this mantra twenty-one times, bless the four flagpoles, and then erect them. With a face of awe and a heart of joy, gaze upon the ten directions. Resolutely and swiftly recite this mantra thirty-five times. The area within sight becomes a bounded area. Protect the fields and gardens of the ten directions, as well as all seedlings, flowers, fruits, and seeds. Until the altar and flagpoles are removed, they will always be protected. All seedlings, flowers, fruits, and seeds will not be harmed or damaged by locusts, various evil birds and beasts, evil winds and torrential rains, thunder, lightning, or various evil and poisonous dragons. This will ensure that all grains, seedlings, flowers, fruits, and seeds in the country are abundant and ripe, and all Dragon Kings will protect them. Another method is to ritually prepare and consecrate a square altar in the field or garden, according to its size. Take straight branches of Gouda wood (paper mulberry) and Meda wood (cinnamomum glanduliferum), measuring about two hand spans in length. Bless them and light a fire. Three times a day, recite the mantra, bless, and burn barley, sesame oil, rice, white mustard seeds, and ghee one hundred and eight times each time. Continue this practice for seven days, and all evil dragons will be driven away.

【English Translation】 English version The Yakshas (夜叉), Rakshasas (羅剎), and all evil ghosts and spirits who roam the world spreading disasters will all scatter and flee. Furthermore, it can eliminate all locusts, birds, beasts, and other creatures that devour people's crops, flowers, and fruits. Another method is to, during the second and third months of spring, and the seventh and eighth months of autumn, on the top of a high mountain, or in a field at a high vantage point, or on a tall building, ritually cleanse the area for seven days and seven nights, and plaster an eight-cubit (approximately four meters) Mandala (曼拏羅) with mud. Erect a flagpole on each of the four sides of the Mandala. At the top of each of the four flagpoles, hang a sixteen-foot-long (approximately five meters) white silk banner. On each banner, draw an image of Sakyamuni Tathagata (釋迦牟尼如來). On the right side of the Buddha image, draw Vajrapani (執金剛), and on the left side, draw the Agastya (阿伽悉底) immortal. With the banner facing downwards, write this mantra scripture. Make four Vajra (金剛) pegs from purple sandalwood, each the length of three hand spans. Recite the mantra over them twenty-one times, and nail them under the four flagpoles, marking the boundaries of the square. Offer various wonderful seasonal flowers, incense, food, and fruits multiple times. During the hours of Yin, Mao, Chen, Si, Wei, Shen, You, and Hai, observe the fields and crops in all directions, burn incense, and invite all Buddhas, great Bodhisattvas, celestial beings, dragon gods, and the eight divisions from the ten directions to descend and bestow their blessings. Recite this mantra one hundred and eight times. By practicing in this way for seven days and nights, you will be able to eliminate all evil winds, torrential rains, thunder, hail, and other disasters. You will also be able to eliminate two-legged, four-legged, and multi-legged locusts, birds, and beasts that devour crops, flowers, and fruits, causing them all to scatter and flee. Furthermore, you will be able to dispel all dangers from poisonous snakes, tigers, wolves, and other calamities, and all obstacles will be eliminated.

The Venerable Ananda said that if someone can believe, understand, receive, and uphold this heart mantra, and use this mantra to bless a pomegranate wood staff one thousand and eighty times on the top of a high mountain.

【English Translation】 The right hand holds a staff, and the left hand forms the Dragon-Seating Mudra (hand gesture). Facing the ten directions, observe the heavens and earth, fields, and crops. Angrily and loudly recite the true words (mantra), simulating a strike with the staff, hoping to restrain and defend. Recite one thousand and eighty times separately, which will cause all venomous dragons to have their body hair stand on end, tremble with fear and unease, and their poisonous hearts will be extinguished, thereby stopping and eliminating all evil winds, evil rains, poisonous gases, hail, and thunderbolts. Another method is to choose a clean place on the first and eighth days of the third month, in a high and open field, and create a four-cubit Mandala (sacred diagram). Carefully smear it with fragrant water, yellow earth, and cow dung, and then repeatedly coat it with white sandalwood paste. Set up boundaries and open four gates. Use eight Vajra Kilayas (diamond pegs) made of purple sandalwood, simultaneously bless them twenty-one times, and nail them into the four corners and four gates as a boundary. Then, facing the place where the clouds and rain arise, each time reciting the mantra, empower the staff once, and each time strike the evil winds, clouds, and rain with the staff, causing them to fall from the high mountains and valleys. Strike in this way one thousand and eighty times, and those evil dragons will extinguish their poisonous hearts, and the wind and rain will cease. If it does not stop, then one should double the method as before. Those evil dragons will feel headaches, heartaches, body aches, and hot sand sticking to their bodies, as if cut by knives. These evil dragons will generate great fear. Qingxi (Ananda, 佛陀的十大弟子之一), because of this method, all the evil dragons in Jambudvipa (贍部洲, the world we live in) will abide by the Dharma for eight months, and send down sweet rain. If there are hot winds, cold winds, storms, hail, thunderbolts, and lightning that frequently arise and cause disasters, then make a Vajra Kilaya (金剛橛, a ritual dagger) from sandalwood, measuring about four spans in length. Empower it with the mantra one thousand and eighty times. At the center of the altar, empower it with the mantra once for each time, and completely immerse the wooden stake into the ground. In this way, the evil winds, evil rain, hail, and thunderbolts will immediately stop. If rain is needed, then pull out the wooden stake. On the south side of the altar, make a Homa furnace (護摩爐, a fire altar), and use rhododendron flowers, white mustard seeds, and ghee to perform Homa (護摩, a fire offering) one thousand and eighty times according to the Dharma. In this way, untimely evil winds, hail, rain, snow, and disasters will not arise for twelve months. Follow the teachings of the mantra.

This mantra has mighty divine power, capable of burning and destroying the bodies, minds, skin, and flesh of all evil and poisonous dragons. It can also prevent all disasters, evil winds, violent rain, thunder, hail, and lightning. Their bodies were covered in sweat, terrified and trembling, and they all ran to the Tathagata (如來) and cried out in unison, 'Suffering, suffering, such is the pain!' They said to the World Honored One, 'We dragons, upon hearing this mantra, have our bodies burned by fire, and we suffer greatly. Our minds are terrified, and we have no measure of our remaining lives. We only wish that the Well-Gone One (善逝) would save us from this tormenting pain. World Honored One, now these dragons will no longer disturb all sentient beings in Jambudvipa (贍部洲), nor will they damage any crops, flowers, fruits, or seeds. World Honored One, if this mantra is in any place, and there are those who can write, uphold, recite, practice according to the Dharma, respectfully venerate and make offerings, we dragons will go there at once and respectfully venerate and make offerings as if to the stupa (制多) of the Tathagata's relics.' At that time, the World Honored One told the dragons, 'Do not be afraid, you should always rely on this mantra and not disturb all sentient beings in the realm of Jambudvipa (贍部洲). Do not diminish the flavor of any crops, flowers, fruits, or seeds. Do not cause untimely poisonous air, evil winds, frost, hail, torrential rain, thunder, lightning, or thunderbolts. If you dragons do this, you will obtain great peace for a long night.'

Even before the establishment of the altar boundary, one will constantly receive timely sweet rain. All crops, flowers, fruits, and seeds will flourish and their flavors will increase. If this true word (mantra) is used to perform various rituals, reciting it seven times will ensure the success of the ritual. Furthermore, take wax and mold a large-bodied Nectar Garuda King (Garuda), seated in the lotus position, with a height of eight fingers. His wings are spread, he wears a garland of flowers on his head, his face resembles that of a deity, and his beak resembles that of an eagle. In his right hand, he holds a nine-headed, four-legged serpent dragon king, and in his left hand, he holds a three-headed, four-legged serpent dragon king. 【English Translation】 English version: Entering the palace, he again saw hot sand raining down from the sky. He also saw the ponds drying up. All the Dragon Kings were greatly frightened, some sending down sweet rain, others fleeing the ponds. If there are untimely hot winds, cold winds, whirlwinds, storms, frost, hail, thunderbolts, or persistent rain, hold the image of the Great-bodied Garuda King in your right hand. Observe the place where the clouds, rain, thunder, and hail arise. Place the image there. Invoke the Great-bodied Garuda King to appear, fly into the sky, and pursue all those who create evil winds, storms, frost, hail, and lightning. With a fearful expression, a joyful heart, and an angry countenance, loudly recite this mantra one hundred and eight times. You will be able to prevent all evil winds, storms, hail, lightning, and other disasters within a radius of ten yojanas (Yojana, an ancient Indian unit of distance). If there are frequent outbreaks of sudden and severe wind disasters, place the image of the Garuda King on the city gate tower or the inner gate tower. Place the image there, visualize it flying and pursuing, and angrily recite this mantra one hundred and eight times. All poisonous dragons and evil dragon spirits will flee. At that time, the Great Brahma King (Mahābrahmā), the Narayana King (Nārāyaṇa), the Maheśvara King (Maheśvara), and the Four Heavenly Kings, together, with palms joined, rose from their seats, approached the Tathagata, circumambulated him three times to the right, and stood to one side. Simultaneously, they said: 'World-Honored One, we gods also have such a Vajra Hail-cone Flame Mantra, which can destroy all evil and poisonous Dragon Kings and dragon clans. It can also destroy all untimely evil winds, water disasters, storms, frost, hail, lightning, and various calamities. It can ripen all crops, flowers, fruits, and seeds, and increase their flavor. We Heavenly Kings, for the benefit of all sentient beings, wish to extensively expound this mantra before the Tathagata. We hope the Tathagata will bless us.' If, every day, in a high and open place, one blesses white mustard seeds twenty-one times and scatters them in all directions, one will encompass a circumference of seven Yojana (Yojana, an ancient Indian unit of distance), preventing all evil and poisonous dragon gods from causing evil winds, torrential rains, frost, and hail. Furthermore, one will subdue all evil and poisonous dragons and their clans. If untimely evil winds, torrential rains, frost, hail, thunder, and lightning disasters arise, one should bless a Vajra (Vajra, a diamond scepter) one hundred and eight times, whirl and brandish the Vajra, striking and dispersing all disastrous winds, torrential rains, frost, hail, and lightning, causing them to descend into deep mountains and valleys.
