如是我聞。一時,薄伽梵(Bhagavan,世尊)與其大眾前後圍繞,遊歷摩伽陀國(Magadha)。行走在中途,遇到大片黑雲,濃密瀰漫,狂風怒號,雷電交加,暴雨傾盆,冰雹驟降。佛告訴具壽慶喜(Ayushman Ananda)說:『你應該取一個新而乾淨的甕,盛滿水,誦持真言,攝伏婆修吉龍王(Vasuki)以及那些毒龍,它們惱亂世間,破壞莊稼、花果和種子,製造災害。應該攝伏它們,全部放入甕中,停止這些風雲雨雹和雷電,並加以禁制。你接受這些真言和法等,依法進行治理。』

【English Translation】 English version The Sutra of the Diamond Light Flame Dhāraṇī for Stopping Wind and Rain

Translated by Tripiṭaka Master Bodhiruci from Southern India during the Tang Dynasty

Thus I have heard. At one time, the Bhagavan (Blessed One) was surrounded by a large assembly, traveling through the country of Magadha. On the way, they encountered vast dark clouds, dense and spreading, with fierce winds howling, thunder and lightning flashing, heavy rain pouring down, and hail falling rapidly. The Buddha said to the Venerable Ananda: 'You should take a new and clean pot, fill it with water, and recite the dhāraṇī, to subdue the Nāga King Vasuki and those poisonous dragons who trouble the world, destroy crops, flowers, fruits, and seeds, and create disasters. You should subdue them, put them all into the pot, stop these winds, clouds, rain, hail, and lightning, and restrain them. You receive these dhāraṇīs and practices, and govern according to the Dharma.'

At that time, the Tathagata revealed the dhāraṇī for stopping rain in the East, saying:

'Tadyatha (thus it is) (1) kuku kuku (2) pramiśra-se (3) mim kin-vi (4) bhu hema-yani-śi (5) nagaṁ-dhara-mi (6) svaha (7)'

First, place a water pot on the altar in front of the Buddha. Hold a willow branch and insert it into the water pot. Vigorously and swiftly recite this mantra while stirring the water. Capture the Vasuki Dragon King (Pó xiū jí lóng wáng, name of a dragon king, meaning Wealthy Dragon King) and all the poisonous dragons, and put them all into the pot. After twenty-one recitations, bring the mouth of the water pot to the ground in the Mandala, and all untimely disasters, torrential rain, thunder, hail, and lightning will cease immediately.' The Venerable Ananda also has a mantra to stop all disasters, hot winds, cold winds, whirlwinds, and evil winds, and to protect all seedlings, crops, flowers, fruits, and the flavor of seeds.

具壽慶喜若欲修治此諸真言三昧耶者。先於十方佛像尊前。以眾香水。團圓塗飾二肘曼拏羅。復于路處凈地。涂潔二肘曼拏羅。取一新凈一㪷甕子。滿盛凈水置佛前壇上。當以隨時香華供養。惟以沉香白栴檀香薰陸香等。燒焯供養。手執楊枝內水甕中。高聲緊捷誦是真言。攝諸毒龍惡風暴雨災害毒氣。盡入甕內禁御止之。二十一遍加持水甕禁御切勒持斯水甕。路地壇上口倒合地。待風雨止寂凈晴明。乃除去甕。

The Buddha told Ananda, 'If there are evil dragons causing continuous rain for a long time, purify the ground of the path and set up a homa altar. At any time, gather one thousand and eighty exquisite fragrant flowers to offer to the Buddha. After the offering, sit cross-legged facing west on the ground of the path. Loudly and quickly recite the mantra, consecrating each flower with each recitation, and use them for homa. After all the flowers are used, all the evil dragon's poisonous energy, disasters, continuous rain, evil winds, and other obstacles will stop immediately, eliminating the famine and calamities of sentient beings, protecting and benefiting all crops, flowers, fruits, and seeds, making their flavors complete and abundant. If it does not clear up, double the previous method and perform it once, twice, or even five times. It will definitely clear up. The mantra holder should bathe and purify the body, wear clean clothes, abstain from all idle talk, and practice the Dharma with great compassion to achieve success.'

The Buddha told Ananda, 'There is also a mantra that can prevent all evil dragons and evil insects and beasts from eating the seedlings of crops. It can also drive away all ghosts and spirits that absorb human essence, causing them all to scatter. It can bring great peace and happiness to all sentient beings in the world, making crops and fruits always flourish and achieve great harvests, fundamentally eliminating all disasters.' This mantra is:

World Honored One, because of these suffering conditions, it will damage all crops, flowers, fruits, and seeds, reducing their flavor. World Honored One, therefore, those who hold this true mantra should always generate great compassion, benefiting and bringing joy to all sentient beings in the six realms. World Honored One, by the power of this great compassion, all disasters, epidemics, evil winds, and evil rains will be extinguished. World Honored One, we dragons now make vows before the Buddha. If there are those who uphold this true mantra in any place, we will no longer damage any crops, flowers, fruits, and seeds. If there are those who can regularly write this true mantra according to the Dharma, uphold, recite, and establish boundaries according to the Dharma, protecting all crops, flowers, and the flavor of fruits, we dragons will go there and protect them all. We will ensure timely winds and rain, so that all crops, flowers, fruits, and seeds will be fully endowed with sweet flavors, and we will never inflict untimely evil winds, violent rains, thunder, hail, frost, fog, or poisonous air, causing disasters. We will also be able to prevent all enemies, thieves, evil ghosts, various evil spirits, and various insects and beasts from invading all sentient beings, all crops, flowers, fruits, and seeds. We dragons will instruct each other not to cause damage or create disasters. At that time, the Tathagata told the dragons, 'Excellent, excellent! You dragons should protect all sentient beings in Jambudvipa (Earth) in this way, so that they may obtain great peace and happiness.' At that time, the Tathagata again said to the Venerable Ananda (Ayushman Ananda), 'This true mantra can protect the flavor of all crops, flowers, and fruits in the future degenerate age, and it can also eliminate all epidemics, diseases, and disasters. If evil dragons frequently cause disaster, evil winds, thunder, hail, and violent rain, at that time, one should go to the top of a high mountain or to a field and make a four-cubit square Mandala (Mandala, sacred geometric configuration). On the east side of the altar, offer to the three-headed Naga-raja (Dragon King), each head displaying three snake heads; on the south side, offer to the five-headed Naga-raja, each head displaying five snake heads; on the west side, offer to the seven-headed Naga-raja, each head displaying seven snake heads; on the north side, offer to the nine-headed Naga-raja, each head displaying nine snake heads; in the center, offer to the one-headed Naga-raja, the head displaying one snake head. The bodies of these Naga-rajas are about twelve fingers in length, their faces and appearances resembling those of devas (gods). They all sit in the half-lotus position on eight-petaled lotuses, adorned with various appropriate and solemn garments. Place incense-filled urns at the four gates and four corners of the altar. In front of each Naga, place an incense burner and plates containing seven kinds of 'three white' foods (milk, yogurt, rice, etc.). Use clean porcelain urns to hold curds and ghee, and to hold parched rice flour. In front of the five Naga-rajas, spread out offerings according to the Dharma. 又一種方法是,在田地或園林中,根據其大小,如法涂治護摩方壇。取構木和榓木(兩種木材的名稱),擷取兩把長度,要求木頭本末端直。加持後點燃。用大麥、油麻、粳米、白芥子、酥油,每天分三個時段,每次誦真言加持后燒一百零八遍。這樣持續七天,就能驅除一切惡龍、藥叉(一種鬼神)、羅剎(惡鬼)以及各種惡鬼神。那些在世間遊蕩,帶來各種災難的,都會四處逃散。並且能夠消除一切蝗蟲、鳥獸,以及啃食人所種植的苗稼、花果子實的生物。

Another method involves preparing a square altar for Homa (fire ritual) in a field or garden, according to its size. Take Goumou wood and Mimu wood (names of two types of wood), cut them to a length of two hand spans, ensuring the ends are straight. Consecrate them and light them on fire. Using barley, sesame, glutinous rice, white mustard seeds, and ghee, recite the mantra three times a day, each time consecrating and burning 108 times. Continue this for seven days, and it will dispel all evil dragons, Yakshas (a type of spirit), Rakshasas (a type of demon), and all evil ghosts and spirits. Those who roam the world and bring various disasters will scatter. It will also eliminate all locusts, birds, and beasts that eat the planted seedlings, flowers, fruits, and seeds.

Another method is to choose the second or third month of spring, or the seventh or eighth month of autumn. On a high mountain top, or in a high and open place in the field, or on a tall building, clean and decorate an eight-cubit Mandala (sacred diagram) for seven days and seven nights. Erect a flag pole on each of the four sides. At the top of each pole, hang a sixteen-foot-long white silk banner. On the face of each banner, draw an image of Shakyamuni Tathagata (the founder of Buddhism). To the right of the Buddha image, draw Vajrapani Guhyapati Bodhisattva (a Buddhist protector deity), and to the left, draw the Agastya Rishi (an ancient sage). With the banner facing down, write the text of this mantra. Make four Vajra Kilas (ritual daggers) from sandalwood, each three hand spans long. Consecrate them with the mantra twenty-one times and nail them under the four flag poles, marking the boundary. Offer seasonal exquisite flowers, incense, food, fruits. During the hours of Yin (3-5 AM), Mao (5-7 AM), Chen (7-9 AM), Si (9-11 AM), Wei (1-3 PM), Shen (3-5 PM), You (5-7 PM), and Hai (9-11 PM), observe the seedlings in the fields in all directions, burn incense, and invite all Buddhas, all great Bodhisattvas, all celestial beings, dragon gods, and the Eight Classes of beings (Buddhist protectors) from the ten directions to descend and bestow blessings. Recite this mantra 108 times. By practicing this for seven days and seven nights, you will eliminate all evil winds, heavy rains, thunder, hail, and other disasters. You will also eliminate two-legged, four-legged, and multi-legged locusts, birds, and beasts that eat the seedlings, flowers, fruits, and seeds, causing them all to scatter. You will also dispel all dangers from poisonous snakes, tigers, wolves, and all other calamities, eliminating all obstacles.

If someone can believe, understand, and uphold it, on the top of a high mountain, using this mantra to bless a pomegranate wood staff one thousand and eighty times, holding the staff in the right hand, forming the dragon-sitting mudra with the left hand, facing the ten directions, observing the heavens and earth, fields, and crops, angrily and loudly reciting the mantra. Simulate striking with the staff, hoping to stop and defend, one thousand and eighty times in each direction, then it can cause all evil dragons, etc., to have their body hair stand on end, trembling with fear and unease, their poisonous hearts extinguished, thereby stopping and eliminating all evil winds, evil rains, poisonous gases, hail, and thunderbolts.

Another method is, on the first and eighth days of the third month, in a vast wilderness, choose a high and open place, clean the ground, and make a four-cubit Mandala (altar). Cleanly smear with fragrant water, yellow soil, and cow dung (Ghee), then repeatedly coat with white sandalwood paste. Mark the boundaries, open four gates, and use eight pieces of purple sandalwood Vajra pegs, simultaneously bless them twenty-one times, and nail them on the four corners and four gates as a boundary. Use five new arrows, bless them seven times, and insert them in the four directions. A steel trident is erected in the center of the altar. Use five-colored threads, bless them seven times, and surround them on all sides as an outer boundary. Place Arkas (containers of holy water) at the four corners and the center, filled with white sandalwood fragrance and turmeric water. Insert various branches and leaves into the mouths of the urns. Place five incense burners in the center of each of the four gates, as well as various three white foods (milk, yogurt, rice), and offer them according to the ritual in the center of the four gates, and scatter various seasonal fragrant flowers. Burn and offer benzoin, storax, agarwood, white sandalwood, and frankincense. After blessing rice flowers and white mustard seeds according to the ritual, offer and scatter them on the altar. Bless white mustard seed water seven times and sprinkle it in the ten directions as a boundary. During the seven days, observe the fields and crops in the ten directions at six times each day, loudly reciting the heart mantra one thousand and eighty times. The mantra holder should cleanse and bathe, and apply fragrance to the body.

Hold the staff in the right hand and form the Dragon Seat Mudra with the left hand (the left thumb is bent horizontally in the palm, the middle and ring fingers press down on the thumb, the index finger is extended straight and slightly bent, and the little finger is extended straight). Then, the mantra practitioner should stand around the eight directions of the altar, reciting the mantra seventeen times in each direction. Next, facing the place where the clouds and rain arise, each time reciting the mantra, consecrate the staff and use it to strike and repel the hostile evil winds, clouds, and rain, causing them to fall from the great mountains and valleys. By striking and repelling in this way one thousand and eighty times, those evil dragons will extinguish their poisonous hearts, and the wind and rain will cease. If the wind and rain do not stop, one should double the previous method. Those evil dragons will feel headaches, heartaches, body aches, and hot sand will fall on their bodies, causing pain like being cut by knives. These evil dragons will experience great fear. Ananda! Because of this method, all the evil dragons in the Jambudvipa realm will abide by the law for eight months, and will send down sweet rain. If there are frequent occurrences of hot winds, cold winds, storms, thunder, hail, and lightning causing disasters, then use sandalwood to make a vajrakila (ritual dagger) with a length of four spans. Consecrate it with the mantra one thousand and eighty times. At the center of the altar, each time reciting the mantra, consecrate the wooden stake and drive it into the ground until it is completely submerged. In this way, the evil winds, evil rain, thunder, hail, and lightning will be immediately stopped. If rain is needed, pull out the wooden stake.

Also, use a new and clean sword, and consecrate it with the mantra twenty-one times. Hold the sword in the right hand and form the Dragon Seat Mudra with the left hand. Stand upright and observe the place where the clouds and rain arise. Each time reciting the mantra, simulate striking with the sword at the place where the hostile evil clouds and evil rain arise. In this way, those evil and poisonous dragons will see flames pervading the entire void. These evil dragons will feel fear, tremble, and their evil and poisonous hearts will be calmed. Then, use turmeric paste to paint the image of Mahakaya Garuda (Great-bodied Garuda King) on both sides of the sword. Then consecrate the sword one thousand and eighty times. Hold the sword in the right hand and form the Dragon Seat Mudra with the left hand, facing the eight directions and brandishing the sword in each direction, and loudly recite the heart mantra one hundred and eight times with anger. Those evil dragons in their palaces will see Mahakaya Garuda fighting and chasing them.

形為婆羅門身。現真言者佛前。是時當以閼伽香水。供獻讚歎說諸佛名種種功德。聞已歡喜龍言。仁者有何相須。便告龍言。贍部洲中多為諸惡毒氣惡風惡云暴雨雷雹霹靂。災壞一切苗稼華果子實滋味。由是相須。龍言隨意。若作法時。我即隨至任為所使。降澍甘雨。

爾時復有大身孽嚕荼王。從坐而起合掌恭敬。一心向佛曲躬而立。白言世尊我有金剛觜光焰睒電真言。如是真言神力威猛。能燒能壞諸惡毒龍身心膚肉。亦能禁止一切災害惡風暴雨雷雹霹靂。亦能增長大地一切卉木藥草苗稼華果子實滋味。亦能禁伏諸毒蟲類。今欲佛前于大眾中。廣為利樂一切有情心滿足故。說惟愿如來慈哀加被爾。時如來便告大身孽嚕荼王言。我已加被汝金剛觜光焰睒電真言。現在十方殑伽沙俱胝那庾多百千如來應正等覺亦已加被。汝大身孽嚕荼王。當速說之。為得治罰諸惡毒龍故。爾時大身孽嚕荼王得佛敕已。即說金剛觜光焰睒電真言。

【English Translation】 English version: At the time of reciting the mantra, there were eighty koti (hundred million) nayuta (ten billion) hundreds of thousands of evil and poisonous Dragon Kings, who were simultaneously burned by fire, suffocated, and writhed on the ground. Their bodies were covered in sweat, and they were terrified and trembling, rushing to the presence of the Tathagata (another name for Buddha) at the same time, crying out in unison, 'Suffering! Suffering! This suffering is so intense!' They reported to the World Honored One, 'We dragons, upon hearing this mantra, have our bodies and limbs burned by fire, enduring great suffering. Our minds are terrified, and our lives are insecure. We only hope that the Sugata (another name for Buddha) will save us from this torment of heat and suffering.' World Honored One, now these dragons will no longer disturb all sentient beings in Jambudvipa (the world we live in), and will never damage any seedlings, flowers, fruits, or seeds. World Honored One, if this mantra is in a place where someone can write, uphold, recite, practice according to the Dharma, respectfully make offerings, then we dragons will go there at once, respectfully making offerings, just like making offerings to the Sharira (relics) stupa of the Tathagata. At this time, the World Honored One told the dragons, 'Do not be afraid, you should always act according to this mantra, and do not disturb all sentient beings in Jambudvipa, nor diminish the taste of all seedlings, flowers, fruits, and seeds. Do not cause untimely poisonous gases, evil winds, frost, hail, heavy rain, lightning, or thunderbolts. You dragons will then obtain great peace and security for a long night, without any suffering or fear.' At this time, the Tathagata again told the Great-bodied Garuda King, 'You should now proclaim this mantra Dharma.' At that time, the Great-bodied Garuda King, having received the Buddha's instruction, then joined his palms and reported to the World Honored One, 'Such a mantra alone can protect all sentient realms, and can increase the taste of all seedlings, flowers, fruits, seeds, and medicinal herbs. If there are untimely evil winds, evil rains, thunder, hail, or lightning disasters in the world of Jambudvipa, the mantra holder should go to the top of a high mountain, or a tall building, or an Aranya (quiet place), or a high place in all villages of cities, and look all around in the ten directions, at all seedlings, flowers, fruits, seeds, valleys, and riversides, and recite this mantra with great anger, seven times in each direction. Wherever the eyes can reach, all untimely evil obstacles, hot winds, cold winds, squalls, heavy rain, frost, hail, and thunderbolts will all cease, and will not damage the taste of seedlings, flowers, fruits, or medicinal herbs.'

【English Translation】 English version: Offerings should be prepared with fragrant flowers and the 'three white foods' (milk, yogurt, and ghee). The mantra practitioner should purify themselves before entering and leaving, bathe, apply fragrant oils to their body, wear clean clothes, and consume the three white foods. In front of the image, six times daily, at each time, sit in the lotus position, visualizing oneself as the Great-bodied Garuda King (Garuda, the king of birds). Burn benzoin incense and recite the Vajra-beaked Flaming Lightning Mantra twenty-one times. Light eight oil lamps on each of the four sides. The mantra practitioner should remain within the altar, resting and sleeping before the image day and night. Practicing in this way for three weeks (twenty-one days) or seven weeks (forty-nine days), the Great-bodied Garuda King will appear in a dream, teaching various practices and methods, fulfilling all desires. The image should be placed and venerated in a clean place. If there is a drought, bring out the image and place it near a dragon pool (a pond where dragons reside), residing on the bank. Invoke the Great-bodied Garuda King to appear, flying and soaring to pursue and subdue all those who cause evil winds, storms, hail, lightning, and thunderbolts. With a face of awe and a heart of joy, and with a great roar of anger, recite this mantra one hundred and eight times. This will encompass seven yojanas (a unit of distance) in all directions, preventing all evil winds, storms, hail, lightning, thunderbolt disasters, and other obstacles. 爾時諸天王等。說此真言時。一切諸惡毒龍神等一時熱惱。宛轉于地。身體爛壞肢節疼痛。悉皆惶怖投如來前。俱時唱言苦哉苦哉重苦若斯。白言世尊我諸龍眾。今為世間諸天王等。毀壞我身斷我識命。形體甚惡。羞是大眾。惟愿如來救護我苦。世尊我諸龍眾。從今已去。誓不惱亂贍部洲界一切有情。不作災害。爾時如來告諸龍言。汝等勿怖。汝諸龍眾隨此真言理教行門。贍部洲界一切有情。更勿惱亂。汝諸龍眾則得安隱。永無惱苦。

爾時諸天王等復白佛言。世尊此金剛雹錐焰真言。若當有人。暫能信解受持讀誦一七二七三七遍者。則令一切諸惡毒龍舉體熱惱肢節疼痛。若每日時。高迥望處。加持白芥子二十一遍。散撒十方。則得周圓七逾膳那。不使諸惡毒龍神等。起諸惡風暴雨霜雹。又得一切惡毒龍神等。並及種族悉皆降伏。若有非時一切惡風暴雨霜雹雷電霹靂災害起者。加持金剛杵一百八遍。輪擲舞杵。擊撥一切災風暴雨霜雹雷電。于大山谷而降下之。若每晨朝。居凈室中面東趺坐。左手結龍坐印。誦此真言四十九遍。不間斷者。則得方圓七逾膳那。常無一切諸惡毒龍。起災惡風霜雹霹靂。作諸災難。加持鐘磬二十一遍。觀視風雨雷雹起時。又一加持一打鐘磬一百八遍。乃至二三百遍。則得

那時,如來告訴諸龍說:『你們不要害怕。你們這些龍眾,遵循此真言的道理教導和修行方法,不要再擾亂贍部洲的一切有情眾生,你們這些龍眾就能得到安穩,永遠沒有煩惱痛苦。』

At that time, when the heavenly kings and others recited this true mantra, all the evil and poisonous dragons and spirits felt intensely hot and agitated. They writhed on the ground, their bodies decaying, their limbs aching. Overwhelmed with fear, they prostrated themselves before the Tathagata (Tathagata, 'Thus Gone One', an epithet of the Buddha), crying out in unison, 'Suffering! Suffering! Such profound suffering!' They reported to the World-Honored One, saying, 'We, the dragon hosts, are now having our bodies destroyed and our lives cut short by the heavenly kings of the world. Our forms are exceedingly hideous, and we are ashamed to face the assembly. We beseech the Tathagata to save us from our suffering. World-Honored One, we, the dragon hosts, vow from this day forward not to disturb any sentient beings within the Jambudvipa (Jambudvipa, the continent where we live) and not to cause any disasters.'

Then, the Tathagata addressed the dragons, saying, 'Do not be afraid. You, the dragon hosts, should follow the principles, teachings, and practices of this true mantra. Do not disturb any sentient beings within the Jambudvipa. If you do so, you, the dragon hosts, will attain peace and security, and you will be forever free from suffering and affliction.'

At that time, the heavenly kings and others further reported to the Buddha, saying, 'World-Honored One, if someone can temporarily believe, understand, receive, uphold, read, and recite this Vajra Hail-Conical Flame True Mantra for one seven, two sevens, or three sevens of times, it will cause all the evil and poisonous dragons to feel intensely hot throughout their bodies and experience pain in their limbs. If, at any time of day, in a high and open place, one empowers white mustard seeds twenty-one times and scatters them in the ten directions, one will obtain a perimeter of seven Yojana (Yojana, an ancient Indian unit of distance) free from the evil and poisonous dragons and spirits causing evil winds, torrential rains, frost, and hail. Furthermore, all the evil and poisonous dragons and spirits, along with their clans, will be subdued. If untimely evil winds, torrential rains, frost, hail, lightning, or thunderbolt disasters arise, empower a vajra (vajra, a ritual weapon symbolizing diamond-like properties) one hundred and eight times, whirl and brandish the vajra, striking down all disastrous winds, torrential rains, frost, hail, and lightning, causing them to descend into the great mountains and valleys. If every morning, one dwells in a clean room, sits cross-legged facing east, forms the dragon-seated mudra (mudra, a symbolic hand gesture) with the left hand, and recites this true mantra forty-nine times without interruption, one will obtain a perimeter of seven Yojana free from all evil and poisonous dragons causing disastrous winds, frost, hail, and thunderbolts, and creating various calamities. Empower a bell and chime twenty-one times, observing the rising of wind, rain, thunder, and hail. Then, empower and strike the bell and chime one hundred and eight times, or even two or three hundred times, and one will obtain...'

【English Translation】 English version: May all the heat and suffering in the bodies of the venomous dragons completely fall away.

At that time, the Tathagata (如來,another name for the Buddha) praised the heavenly kings in a loud voice, saying: 'Excellent! Excellent! You heavenly kings are able to benefit all sentient beings in Jambudvipa (贍部洲,the continent where we live), bringing them great peace and happiness.' After the Tathagata spoke these words, the Venerable Ananda (具壽慶喜,one of the Buddha's ten principal disciples), along with all the devas (天人,gods), yakshas (藥叉,a type of guardian spirit), rakshasas (羅剎,a type of demon), gandharvas (乾闥婆,celestial musicians), asuras (阿修羅,demi-gods), garudas (孽嚕荼,mythical birds), kinnaras (緊那羅,mythical beings, half-human and half-bird), mahoragas (莫呼羅伽,great serpent deities), humans, non-humans, and others, hearing what the Buddha said, were all greatly delighted, believed, accepted, and practiced it accordingly.
