如是我聞。一時佛在喜樂山頂。天宮不遠仙人住處與大比丘眾千二百五十人俱。復有菩薩摩訶薩。文殊師利童子及賢護菩薩等。十六大士皆來集會。

爾時世尊三昧正受。觀彼天上人間。而欲說法平等施與。當使有情得聞法已。稱讚殊勝咸令歡喜。

爾時大梵天王及天龍夜叉乾闥婆阿修羅迦樓羅緊曩羅摩睺羅伽人非人等亦來集會。

是時大梵天王前詣佛所。稽首佛足合掌恭肅而白佛言世尊。一切有情造種種罪業。身壞命終墮于惡趣。或墮焰魔界或墮餓鬼界或墮畜生界。既墮如是諸惡趣已受種種苦。及彼色等輪迴亦然。世尊大慈大悲無量善巧愿施方便。破壞如是一切有情。罪業果報使得解脫。

爾時觀世音菩薩摩訶薩。與無數持明天前後圍繞亦來集會。至佛所已五輪著地。禮佛雙足合掌肅恭。而白佛言世尊。大威德者十力具足。惟愿方便施諸善巧。救拔一切輪迴有情令得出離。

佛言善哉善男子汝等諦聽。今為汝等及未來世一切有情。宣說最上勝幡明王。若有得聞此名能稱念者。當得

Translated by the Tripiṭaka Master Shi Hu, Minister of the Honglu Temple, Great Master for Spreading the Dharma, under Imperial Decree, from the Western Regions

Thus have I heard. At one time, the Buddha was on the summit of Mount Joyful. Not far from the heavenly palace, at the dwelling place of the immortals, he was with a great assembly of bhikṣus, twelve hundred and fifty in all. There were also bodhisattva mahāsattvas (bodhisattva mahāsattva, great bodhisattvas), including Mañjuśrī (Mañjuśrī, Manjushri Bodhisattva) and the Bodhisattva Worthy Protector, and other great beings, sixteen in all, who all came together.

At that time, the World-Honored One was in samadhi, contemplating beings in heaven and on earth, and desiring to preach the Dharma and bestow it equally, so that sentient beings, having heard the Dharma, would praise its excellence and all rejoice.

At that time, Mahābrahmā (Mahābrahmā, the Great Brahma King), as well as nāgas (Nāga, dragons), yakṣas (Yakṣa, yakshas), gandharvas (Gandharva, gandharvas), asuras (Asura, asuras), garudas (Garuda, garudas), kiṃnaras (Kiṃnara, kinnaras), mahoragas (Mahoraga, mahoragas), humans, non-humans, and others also came together.

At that time, Mahābrahmā went before the Buddha, bowed his head to the Buddha's feet, joined his palms respectfully, and said to the Buddha, 'World-Honored One, all sentient beings create various kinds of sinful karma. When their bodies are destroyed and their lives end, they fall into evil destinies, either into Yamaloka (Yamaloka, the realm of Yama), or into Pretaloka (Pretaloka, the realm of hungry ghosts), or into Tiryagyoni (Tiryagyoni, the realm of animals). Having fallen into such evil destinies, they suffer all kinds of pain. And so it is with the cycle of rebirth in the realms of form and so on. World-Honored One, with great compassion and boundless skillful means, may you bestow expedient means to destroy the karmic consequences of all these sentient beings and enable them to be liberated.'

At that time, Avalokiteśvara bodhisattva mahāsattva (Avalokiteśvara bodhisattva mahāsattva, Avalokiteshvara Bodhisattva), surrounded by countless vidyadharas, also came together. Having arrived at the Buddha's place, he prostrated with his five limbs on the ground, bowed to the Buddha's feet, joined his palms respectfully, and said to the Buddha, 'World-Honored One, you are of great power and virtue, possessing the ten powers. May you bestow expedient means and skillful devices to rescue all sentient beings in samsara and enable them to be liberated.'

The Buddha said, 'Excellent, excellent, good men! Listen attentively. For you and for all sentient beings in the future, I will proclaim the supreme Victorious Banner Vidyārāja. If anyone hears this name and can recite it, they will obtain'
